letitia james' chief of staff worked with trip yang because he was a consultant to her 2018 attorney general campaign. the investigators were made aware of what those -- that those conversations happened. did the two investigators interview the attorney general's chief of staff about what trip yang had said that would have been something critical for them to do and about whether trip yang and people within the campaign found what ms. boylan was saying to be credible. one of her media campaign consultants very shortly after she began making these tweets, quit. did they interview the media consultant about what her conversations were with lindsey boylan about these allegations? ask them. what ms. boylan was talking about at the time she first made these allegations could not be more relevant to whether they were credible. the attorney general's chief of staff should be interviewed, trip yang should be interviewed, the media consultant should be interviewed. and emails from the campaign around that time should be subpoenaed. i want to go to my last point about the report. and my last po

one of the problems here is that i think that the investigators that letitia james selected came in with a bias. of the hundreds of former federal prosecutors you could have picked in new york to do this investigation, mr. kim was investigating governor cuomo while at the u.s. attorney's office for about five years. he investigated the shutting down of the moreland commission. he investigated poco and was involved in the prosecution. he personally interviewed, while he was an assistant u.s. attorney, he interviewed the governor and formed a very negative impression of the governor in his office. when mr. kim left his role as acting u.s. attorney, there was a "new york times" article on january 22 of 2018 and what mr. kim said is one of his disappointments is after spending years of trying to make cases against albany politicians, he couldn't effect change in albany through the u.s. attorney's office. there is no doubt in my mind that mr. kim's approach to this investigation was colored by his involvement in a five-year investigation. >> so you're saying he was biased? >> absolutely. >> y

after delivering the report, attorney general letitia james saying her work is done. she is not filing any charges. so, what comes next? in a moment, abc chief legal analyst dan abrams with the legal ramifications for the governor and what this could mean for his accusers. but we start with abc's erielle reshef in albany tonight. >> reporter: tonight, the independent investigation reaching a sweeping conclusion. >> governor andrew cuomo sexually harassed current and former new york state employees by engaging in unwelcome and nonconsensual touching and making numerous offensive comments of a suggestive and sexual nature that created a hostile work environment for women. >> reporter: is 11 women coming forward to accuse the governor. investigators finding them all to be credible. >> i believe them. >> reporter: the team, assembled by new york state attorney general leticia james, spoke to 179 people over five months, collecting 74,000 pieces of evidence. today, they accused the governor of violating state and federal laws, presenting their findings in stark detail. >>

. >> tonight, new york attorney general letitia james calling the blistering report deeply disturbing. independent investigators alleging governor andrew cuomo sexually harassed numerous women and broke the law. >> governor cuomo sexually harassed multiple women, many of whom were young women by engaging in unwanted groping, kisses, hugging and by making inappropriate comments. >> investigators conducting 179 in against 11 women, nine of them state employees. >> the governor hugged executive assistant number one and reached under her blouse to grab her breast. >> some of the allegations made public for the first time including a state trooper on the governor's security detail saying the governor kissed her. another time placing the palm of his hand on my belly button and pushed back toward my right hip saying she felt completely violated because to me that's between my chest and my privates. investigators say at least one of the women faced retaliation after speaking out. >> what was the culture? words that witnesses have used repeatedly to describe it include toxic, hostile, abusive.

james' report will be holding a press conference at 3:30. i do not know if you had a chance to read the entire rebuttal, but she says that everything that letitia said was speeches and her presentation was full of lies and every complaint filed against the governor has been fabricated, what do you say? >> it is pretty amazing what such a bold pronouncement by an attorney, because when you look at what this investigation was, 179 witnesses paid 168 page report, 74,000 pieces of evidence. this is not something that ended defense attorney can say, not a big deal. i have been a defense attorney for decades, when faced with this magnitude of a defense coming have to sit back and not make bold pronouncements, possibly embrace the fact that there is a due process that governor cuomo will be entitled to like every american in this country. they will sit forth and have the due process in place. but that was very bold of this attorney to do so. >> john: there is another aspect of this that definitely deserves examination. let's look at the famous ques
