and the reason is a capacity problem at qatar. the majority of these flights have been going out, flying do doha. think about it, they've got upwards of 3,000 people out yesterday. they take them to qatar, many of them are sitting there for several days while they're processed. you can only take care of so many people in doha before -- there's just a backlog of people. so then there was this scramble today to try to find other locations to send people to. and that's what led to this stoppage. we know there are thousands of people sitting at kabul airport waiting to get out. so what we've been hearing is that the vast majority of americans and afghans who have the correct paperwork, some of them are able to get through to the airport. but there's even a backlog still there. and that's just getting through the gates. even if you have the correct paperwork, there are just people backed up just to get into the gates. so again, this is just an enormous logistical problem. and one thing that we haven't talked a lot about is, once these

qatar filled up, the first place to take evacuees. they needed time to get people out of qatar to ramstein, to other places, dulles, so they could be moved to fort bliss, texas, to fly more people out of afghanistan and more people into qatar and out of the country. we see that in the lower numbers. in a 24-hour span, there were six 17s with 1,600 people on board. 24 hours previous, the numbers were more than triple that. 15 or 16 c-17s with some 6,000 people. that's a result of the bottleneck in processing. he said it at the end there, general taylor. they're trying to get to the higher numbers, but it is a scramble now to find more places, not only to take these passengers, both americans and others, but also to get those places ready so quickly. that's why we're seeing these delays. that's why the general said they are -- the word he used was metering. there are closure of the gates at kabul international airport to limit the number of people that can get in. there's only so many people they can process and move there. that's part

we are in qatar with the latest on the taliban takeover. lucas tomlinson is at the pentagon with what is next with the u.s. military. we begin at the white house with breaking news about the state department being hit by a cyberattack, the story you saw first on fox. jackie, what's going on? >> that's right. i'm told the attack on the state department has not impacted the department's ongoing efforts to evacuate americans and allied refugees in afghanistan. but we broke that news just a couple of hours ago. the state department has been hit by a cyberattack. notifications were sent out from the department of defense cyber command. it is unclear when this breach was discovered, but it's believed to have happened a couple of weeks ago. under federal law, when an agency determines a breach constitutes a major incident, they are required to notify congress within seven days. the extent of this breach, the investigation into who is behind it, any efforts taken to mitigate it, and any potential ongoing risk to state department operations does rem

what are you seeing in qatar? >> reporter: this is obviously where clarissa eventually and all the afghans will end up arriving. the scenes on tuesday was a growing number of afghans at the base here. they have to be processed. they arrive in different conditions of documents, no documents, permission, et cetera. it seems like more people are being to be turned away. i should tell you, speaking to various sources of my mine, there appear to be other individuals getting on simply through connections that they have. so that process is it seems a little chaotic. the numbers, too, are going to have to be very carefully and transparently explained by the white house. they talked about 14,000 since july. they also said at the state department that they had 6,000 people on that base processed and ready to fly. now, 3,000 flu out, according to the white house. then maybe 3,000 still stuck there. but this is exceptionally important because it's about whether these are the right people. it's about reducing the numbers on th

for a period it was pretty tough here in qatar. but after seeing some reporting today suggesting that that perhaps got to the point where internal cables were passed around the state department about it, i reached out to a lot of the afghans on some of these bases and spoke to some of them who sent me pictures of an improved situation. certainly some complaints about the conditions they were in. and one individual talked about how they were being asked to be outside for a long time in order to get their food daily. but, sadly, this is one of the impacts of moving such a vast number of individuals quite so quickly with sadly so little notice. but, on the whole, it appears as though they've managed to get a handle on this, and it's just i think one example of despite the extraordinary speed in which events in kabul unraveled and this evacuation program had to get underway, how many of the service men have simply stepped up to that. and we've seen this quite extraordinary airlift and then all the problems down stream fixed, as far as
