that's here in san francisco. it's not happening in other cities across this country and we know that this movement goes back to 1966 as sister roma talked about. everybody likes to talk about stone wall as the catalyst, but we all know here in san francisco that it started right here and it took three years before it catapulted into a movement that continued on and to support and uplift the transcommunity. i have a very dear friend that i truly in the past '60s, '70s, '80s, '90s to allow your child to be who they are born to be would not have been possible. had it not been for the extraordinary advocacy of this community. so it is so that we honor that history, that we honor that legacy. that we make those investments. that we continue to push and san francisco continues to be that example. this past budget season thanks to supervisor mandelman and other members on the board of supervisors and i see supervisor matt haney. this year, we put forth $12 million to make sure that we are investing in the first ever lgb

so i want to appeal to other members of san francisco, our employees of the city and county of san francisco and others, please, get your vaccine. let continue to reopen our city and reopen our economy. that is what these budget investments are about. we wish we didn't have to put money aside to deal with this pandemic. in this budget, $380 million, we know testing and access to vaccines is important. we know healthcare and treatment for those hospitalized is important so we have to make those level of investments and continue to move our city down the road of recovery. so in this budget, an unprecedented investment in homelessness and shelter, in mental health and resources, one billion dollars over the next two years to deal with one of the most challenging problems that we have faced as a city. it's important to make sure that we get people off the streets, we get them housed, and we get them into treatment. we did not take the decisions that we made to make these investments lightly. let's make sure that these dollars work to change the conditions that we see on our streets. it's not jus

we were a center for people with intellectual and development cal disabilities in san francisco san francisco. we also have a program for individuals that have acquired brain injury or traumatic brain injury, and we also have one of the larger after school programs for children with special needs that serves the public school system. the sf carbon fund for us has been the launching pad for an entire program here at the pomeroy center. we received about $15,000. the money was really designed to help us improve our garden by buying plants and material and also some infrastructure like a drip system for plants. we have wine barrels that we repurposed to collect rain water. we actually had removed over 1,000 square feet of concrete so that we could expand the garden. this is where our participants, they come to learn about gardening. they learn about our work in the greenhouse. we have plants that we actually harvest, and eggs from our chickens that we take up and use in cooking classes so that our participants learn as much as anybody else where food comes from. we have two kitchens here at the

in san francisco, about 84% of san franciscans have received at least their first dose of the vaccine, but sadly, with the african american community, that's about 64%. with the latino community, it's at about 74%. and we need to make sure that those communities are getting the vaccine because what we're seeing with almost 100 people now in the hospital that most of those folks are african american and latino. and so it's important to us because also, the other issue is that most of the people who are in the hospital, i think dr. colfax has the specifics, but they've not been vaccinated. so even if, you know, i as a vaccinated person gets a vaccine, if i get the and the fact is that person can get sick and end up in the hospital and that person can potentially day. this really is a matter of life or death. i understand people have concerns. and i understand that people are frustrated with the mask mandates and all the other requirements. i get it. this has been tough and it's been a long time, but as i have said time and time again just because we are tired of the vaccine -- i mean, j

i want to recognize the san francisco bar owners alliance. we're seeing that expanding into the private sector. businesses are taking it upon themselves to begin to expand the conversation about mandate and how that will impact san francisco. we have 76% of our population with at least one dose and almost 70% that are fully vaccinated. that still has not fully protected us in this environment. so i know we're going to be on break. i know this delta variant is spreading quickly. but so is the conversation around the country and in our state and city about mandating vaccination. and it's something i think our public health department is talking about. our health officer is talking about, and something we're going to have to take up more seriously when we return from cess. i -- recess. i just wanted to put that out there. and the rest i submit. >> supervisor stefani: thank you, madame clerk. today i'm introducing an ordinance to begin the process of reforming the way the city regulates third party private security firms. we've seen reports of pr

in san francisco. so there's common pass. that's an app that you can download. it requires a code to sign up and businesses will also need to verify your digital vaccine card with a photo id. there's vax. yes, which is a web site that's also proved the site requires a level 2 verification will take us some time to get your card. there's also clear pass. so this is also an app you can get on your phone and for this one, you just scroll down to the digital vaccine card section enter your email address. take a selfie and this photo will be attached to your digital vaccine card. so make sure it's a good picture. then you'll want to scan your vaccine card with your camera and after that just type in the day and place that you got your shots. and after that, you should be good to go and of course, we don't really want to carry around your car door. take these couple of minutes to put all your information into an app. you can just take a picture of your vaccine card on your phone and you'll be able to use tha

muni used to be a property of the san francisco p.u.c. and it was later spun off long before i was on the board of supervisors as its own entity. in 1999 there was an agreement between then supervisor gavin newsome and then another supervisor that gave the m.t.a. a lot of autonomy from the elected board of supervisors. and ostensibly the chief executive -- the mayor. and while it is true that the elected board of supervisors has been largely -- since 1999 -- divorced from the day-to-day governance of the m.t.a. and that is less true over newsome and all the way through. i think they see themselves as an executive agency. but the fundamental proposition e of 1999 was actually aimed at making them transcend it from politics, from the legislative and the executive branches. and to dip into a stable source of baseline funding from the general fund that was not subject to the budget crisis de jure. indeed they are the largest recipient of baseline set asides in the city and county of san francisco. it is true -- and i know that supervisor safa

so i want to appeal to other members of san francisco, our employees of the city and county of san francisco and others, please, get your vaccine. let continue to reopen our city and reopen our economy. that is what these budget investments are about. we wish we didn't have to put money aside to deal with this pandemic. in this budget, $380 million, we know testing and access to vaccines is important. we know healthcare and treatment for those hospitalized is important so we have to make those level of investments and continue to move our city down the road of recovery. so in this budget, an unprecedented investment in homelessness and shelter, in mental health and resources, one billion dollars over the next two years to deal with one of the most challenging problems that we have faced as a city. it's important to make sure that we get people off the streets, we get them housed, and we get them into treatment. we did not take the decisions that we made to make these investments lightly. let's make sure that these dollars work to change the conditions that we see on our streets. it's not jus
