the national labor relations right protects the right to organize, establishes the labor relations. so as i said, when they are organizing in the meatpacking industry in the 1930s they were able to have an election. the majority of people have a union, the employer is meant to recognize that union. in this sense, the federal labor law has a big exception. it is agricultural workers and domestic workers. all right we talked about this when we talk about meatpacking and we talked about it in the poultry industry but we didn't think it covered agricultural workers. so, the question is why not? why do have a labor law that doesn't cover these two large sectors of american employment. the reason is really related to history of segregation and job discrimination. it is not a large number of agriculture the 1930s and in particular african american sharecroppers. white southern democrats who the democratic coalition needed to pass this legislation for a new deal we're not willing to extend labor protections to the industry that was largely african american workers. the two areas predominant

labor, okay. and also the idea that the farm has to actually advertise, say there's no american who wants these jobs, and then get the paperwork to bring in the guest workers. many of these workers come back to these same farms over and over again for multiple years. they send much of their money back to jamaica. and the idea is at the end they will not stay in the united states, but they will in fact return to jamaica. jamaica sees this program as beneficial for their country because the economy there is depressed. this is a way to bring dollars into jamaica in particular. however, it is also, again, these workers have relatively few options in many ways. they cannot quit and stay in the united states legally. they make them difficult to protest their working conditions and they often are very isolated as well. unlike in california, where you have large numbers of workers working on these farms, the downside of a small farm if you're a farm worker, you might be one of seven or eight people on a f

and to the labor movement? >> to me personally, it is meaningful because i came up through the labor movement. i started at 23 years old in my local, as an organizer of clerical workers who are predominantly women. so i know what it means to see a woman in leadership, how inspiring that can be. i take it with great responsibility, the women's shoulders i have stood on. i think of the women organizers and activists and leaders over time who have paved the way, and it is an incredible opportunity and responsibility that i take very, very seriously. i will say that women are half the workforce. we will be half the labor movement officially in a couple years, and so i think it is incredibly important to signal that the labor movement is a movement for women. not many people realize, as i set off the top, that 6.5 million women in the labor movement, we are the largest organization of working women in the country. not many people see us that way. i think we need to do more to show women that the labor movement is fo

and so we need labor law reform. we think the pro act is the best way to get there. >> but that does preserve the secret ballot in union elections, the pro act? >> the secret ballot enables people to vote on an election without fear, because they won't have someone like looking over their shoulder or, you know, i think people -- just like we vote in democratic elections, right, we like to vote in secret so that we aren't feeling intimidated or won't be harassed. and i think there's some parallels there, right? union elections and democratic elections, where, you know, you should be able to have the right to exercise and have the freedom to cast a ballot without fear and intimidation. >> the other question i wanted to ask, and i asked president trumka this at the odd-numbered-year breakfast before the election, and that is that you've now got a senate evenly divided, a house that's the closest in division since 1958, and my question is, who are your top targets? and i asked that question of president trumka every two

father was a laborer. i joined the labor union. my uncle pat was a laborer. we have a few others in trades as well. it is a special day for us. it was a day to celebrate our community. it was a day to celebrate the labor movement, the men and women who built what we have today, eight hour workdays, the weekend, the overtime, the protections, all of the things of the things that the labor movement has brought. it has been amazing. today, we have to rededicate ourselves to work to fight for workers justice. i know many of you are doing that every school day in your organizations. today, i want to think this president and that is what we are here for today. what he is been able to do in his short. of time as president, and he said this, this labor day weekend has been like no other we have ever seen or experienced . these workers have carried us on their backs from the beginning of the pandemic. we know that. people who work in tree stores, our nurses and doctors, first responders, teachers. we depended on them so much during the pandemic, but we depend on them

tight labor market. so our view, widespread review a few months ago, was that several things were coming together in the fall, including kids back to school, which would lighten caregiving duties, including the what what happened is delta happened. you have this very sharp spike in delta cases. that affects, for example, when schools are open 60% of the time, or when they are always at a threat of being closed because of the delta variant, you might want to wait, rather than starting work only to have to quit three weeks later. you are going to want to wait until you are confident. some of that may have happened. also, as you know, hiring and spending in these face-to-face service industries, it kind of stopped doing those months. that is really the big shortfall in jobs, was largely in travel and leisure, clearly because of delta. that all happened. we know it did happen. it may just be that it is going to take more time, but it still seems that in inexorably, people , these were people who were largely
