pg&e says the power shutoffs are lifesaving. they are a key positive -- key, positive part of firefighting but some residents do not see it that way. pg&e says the latest power safety shop will impact 4000 customers in napa, sonoma, contra costa and alameda counties. they are doing it because of dry, windy conditions, saying they are trying to prevent their equipment from sparking a fire. some say this makes life difficult. >> we are a little frustrated. just because we live -- just because we are on a well. if we don't have power, we don't have water. a couple of days of that puts us behind. then, we have kids. it is frustrating. we are over it. >> hardware stores are now low on generators, batteries and flashlights, as people prepare for the outage. the lights, they say, will likely be off until tuesday. so, that means some giants fans may be without power tonight and will be able to watch the game at home. -- will not be able to watch the game at home. if you have power, you may want to invite him over to watch the game. >> s

in fact, so much so that there's a red flag warning has been issued in pg. now real nervous about trees coming down on the power lines. yeah. and this is the time right now between now this afternoon where we're really going to see the winds whipping and the chance the power could go out. so we've got team coverage. will tran is monitoring if there are any shut off. so far so good in napa county. and let's go first to the weather center and take a look at this wind from john trail. yeah, the winds today. the big catch, guys because otherwise temperatures this afternoon are going to be really comfortable. but with winds gusting as high as 60 miles per hour in our upper elevations. >> in a regular 20 to 30 miles per hour elsewhere in the bay area. when you don't have a lot of winter rain just yet. that means fire danger is still of concern. now what we're seeing right now in the inland east bay is red flag warnings already in effect. a view from our berkeley hills camera down into the bay shows that we don't have the presence of marine layer either. we're goin

>> pg&e are making good progress. we are down to 50,000 customers without power across the bay area, considering we were at about 60,000, we are making good progress. ama: the weather is cooperatingg now. what's the biggest challenge for crews out there? is it the trees that are down? >> we see a lot of vegetation related outages. really wet and i and dry. we've been having this drought for so long, but we are seeing some access issues and flooding in some areas. once we do get past the access issues, they are finding more damage. that is why there are some power outages that remain today. we have crews available working around-the-clock to make sure everyone is safe as possible. ama: everyone without power is counting the seconds until a power comes back. i know some people -- my mom lost power but she got hers back. any sort of timeline for them? >> we know these people who have been out for 24 hours, we know the impact going without power has. we have 3000 personnel, vegetation management crews, all working to rest

. >> and that's prompting a pg need to shut off the power to thousands of area customers. we have team coverage this morning. will tran monitoring the shut offs and napa county and then john travels in the weather center, keeping an eye on the wind speeds right now. john what do we stand so very, very windy right now for sure. and not just for upper elevations either, but all the way down to the bayshore. if you're watching you're under some sort of advisory, whether it be a red flag warning in our higher elevations. >> or a wind advisory for the rest of us. now. what we're seeing right now is also some really clear and dry conditions. beautiful start to the morning. when you look outside. but then you factor in the winds and the fact that this is a dry offshore wind lowering humidities, especially this afternoon and even though we're not especially hot today we are going to be seeing dry brush and dry humidity and strong winds contributing to this heightened fire danger. our windiest spots right now include the inland valleys of the east bay upper elevations of the east b

well pg actually just finished up an underground. project here in santa rosa where i am right now in the rincon valley neighborhood. it was one area where these customers kept getting impacted by psps events. 11,000 customers are now not going to be impacted by these psps events because they're in a far thread area and because we put those lines underground but kavana worries long-term. that won't be the most cost-effective solution undergrounding by most estimates is two to five times the cost of having lines. ground, i still want to see. whether there are other solutions in parts of the system that can deliver equivalent benefit at lower cost. pg& e said planning to the dixie fire happen, but dan the company did admit it created a sense of urgency to accelerate their progress and it certainly showed with their current progress. all right, steph. give us a sense of what you're hearing about or walk us through p. plan to prioritize which and what power lines to bury. hey in priorities will be protect. ed fire station while also looki

we talked to a pg&e spokesperson about that. but first, let's bringte e d flag warning, we have a high wind advisory. that's talk about how long this will last. i heard the wind as i slept last night. spencer: we've heard them all day. let me show you the elements of a red flag warning in high fire danger. that is affect -- in effect until 5:00 tomorrow. when's out of the northeast at five to 15 miles an hour, but gusts will range to 40 to 50 miles an hour. those are very strong winds and relative humidity will be exceedingly low. that is what we call dangerously low and the vegetation fuels already dangerously dry. as though strong, gusty winds move over the hills and higher elevations in the sink lower and lower to the surface, they get drier and drier. we have two elements that contribute to fire danger. strong gusts and fire danger over the dry fuels. there is a wind advisory that expires tonight at 8:0 expires,e are going to have relatively strong gusts tonight and into danger because the wind advisory may not last overnigh

. >> reporter: after the san bruno pipeline explosion, pg&e began an aggressive tree cutting program along its pipelines. they told lafayette they wanted to cut down 1200 trees, including along the lafayette regional trail. but, to the people who live here, the trees are essential. >> we love the trees there's lots of dutiful oak trees and other trees in his neighborhood, which is why we also moved into this neighborhood. >> reporter: neighbors formed a group called save lafayette trees, which filed a lawsuit against pg andy. facing opposition, the utility cut its request to 900 trees. then, 272. now, 207. the neighbors think it was always about convenience, not safety. >> the only trees that should be removed, and we have said this publicly, is a tree that is an immediate safety concern. an immediate risk to public health. that should be removed and we support that. outside of that, we will continue al trees. >> reporter: pg andy says easy access to its pipelines is about safety. in a statement, said quote, pg&e's community pipeline initiative is all about ensuring safety crews can

pg&e is going to want them for your claim. if your power is out for 48 hours or longer, it may automatically qualify. what about homeowner's or renter's insurance? maybe. allstate says it may offer payment for food lost, but it depends on your policy and whether you have damage. >> the best place to start first is to pull out the policy contract and take a look at the language. the declarations page will include you a high level of had deductions and limits. >> just like pg&e, expect to provide proof. allstate says you should take pictures. if it includes expensive items like a whole side of beef, you will most likely be required to present receipts. freeze a cup of water, then put a penny on top. leave it in the freezer. after a power outage or evacuation ends, check the cup. did the water refreeze or was frozen all the time? check the penny. if it's on the bottom, it means it warmed up. when in doubt, throw it out. even if you have to pay for it all yourself. >> everyone's going to be scrambling for pennies. >> a cup of wate

pam and pg e says that's actually common win. we get light. the first rain of the season after a dry spell at fire happened in albany early this morning and we have video of that pg and e has spent the day replacing this power pole and the cause of that fire is due to all the buildup and dirt debris and gunk that builds up on the electrical equipment after a dry spell and the rain turns that debris into mud and that causes a spark. so almost a 100 customers were in the dark because of that for about 12 hours. i spoke to the woman who was home and got woken up by police this morning. we've got a call from the police about 5 this morning that the power line outside of our house was on fire and we should shelter in place. >> and about 40 minutes after that, they cut the power and ousted so totally went out and then pg e came out. i think about 5.30 or 6 and it went on about 4 again today. >> and that woman said that, yes, 4 o'clock and her neighbors tell me that their power went back on around 5 o'clock in the albany area that el serino and north

the fire danger has pg&e taking action. if you live in the areas in yellow on this map, you could lose power starting tomorrow. pg&e planned a public safety power shut off for monday. the outages are set to impact customers in alameda, contra costa, solano and napa county. as we look at the san jose airport, the calm after the proverbial storm. yesterday thousands of passengers could not get to their destinations. more than 1,300 southwest airlines flights were delayed or completely canceled. today in the bay's, tom jensen, reports. >> a busier than normal saturday for southwest airline counters, lines backed with passengers they got the distressing news bright and early. >> when i woke up this morning i got a text saying my flight had been canceled. >> they texted me this morning. >> what did they say? >> the flight was canceled. they were rebooking for tomorrow. >> 11 flights canceled in san jose, and 17 delays. 11 more southwest cancelations at oakland international. they are among hundreds more canceled flights on south
