this was billed as a bipartisan infrastructure bill. up until recently when you say infrastructure most americans think bridges, roads, the things that you see during and they agree for the need to use tax dollars to replace these things and maintain them. but this bill brings in a whole new definition of what infrastructure is. joe biden on the campaign trail talked about redefining infrastructure to include human infrastructure. that basically opens the doors to all kinds of spending, which this bill does in part. it includes, for instance, $50 billion for climate change and drought mitigation. it includes another $65 billion for internet connections. if you start going through the hundreds of pages i'm sure you're going to find a lot of things that are eyebrow-racing. host: when you look at it differently if it had only stuck specifically to this idea of road and bridge spending? or was that off the table too? guest: no. you know what? we need to spend to maintain our roads and bridges. that is an expense that most americans are on b

it shouldn't be in this bill. do you believe the president can convince him otherwise? what's your message to senator manchin on why it deserves to be in this bill? ms. pelosi: i don't make a habit of talking to senator manchin on the tv. we are friends. i respect him. he's a good person. he's agreed to so much that's in the bill. universal pre-k and childcare. agreed to the affordable care act expanded to embrace those who are left out of the medicaid, especially our seniors who depend on that for long-term care. he's been supportive of the child tax credit. there are so many things -- home health care and the rest. some of the stuff in green we are not finished with that yet, but we have had some areas of agreement there. the fact is one difference between affordable -- some of these issues, like hearing. he's not for hearing in the bill. hearing has a very broad universal support in our caucus. in terms of family medical leave, it's no sacrifice for anybody to vote for something that might not see the light of

and that is the bill that passed in december. and during that time my argument was hey we're the energy and commerce committee, maybe we should hold hearings about how these dollars were divvied up and how they're being spent, maybe issues like executive bonuses could be more fully investigated if indeed that was a problem. and again if congress is doing its work, then those types of difficulties can be dealt with. but congress chose not to do its work. the speaker of the house simply wanted to spend money. and eventually in december that bill did pass. there was almost immediately then the new administration another bill. remember in december, it was probably about a -- $1.4 trillion that went to coronavirus relief and then another bill passed in february with no one looking back to see, hey, did we spend all of the money we just sent out in december? did spend all of the money that we sent out in july, or i'm sorry in march of 2020. so that is been the problem. we won't do the work, the investigative work to find out have we sp

that's what they put into the bill. the problem for democrats, the thing that sanders is so upset about, when you roll back that limit on the deduction, it's actually a tax-cut, mostly for the rich, because they are the ones most hit by the cap, they are paying the largest amount of taxes and itemizing deductions on their federal taxes. so, the democrats suddenly have a bill that is meant to help people in poverty and people in the middle class, but also tacked on, a tax-cut that will largely benefit the rich. sanders has complained about that, and i think you will see him attempt to change or tweak that, to perhaps cap the value of the deduction or do other things so it helps the top earners, but not the super 1%. host: what about drawing the line in the sand in terms of the price tag on the spending bill? guest: sanders has talked about it, but i cannot imagine he will be fighting against any of the senators who were the ones that reduced the overall cost of this bill down from the $3.5 trillion that was in the origin

this bill is a transformational bill. it's a bill made up by people who think america's fundamentally broken and we have to make big changes. that's what we are going to get. i'll focus on five areas. one, illegal immigration. under this bill we are adding no new border patrol agents, but we are making it more difficult to deport people who committed serious crimes here. we are using an additional care to get people here and giving away free college to match the free health care we are already giving. one way this bill will transform america is you get a lot more legal immigrants and since yesterday for the first time we topped 100,000 illegal drug deaths in this country. i think this bill assure that numbers continues to go up. secondly, i always felt the biggest problem in america right now is an out-of-control welfare system that destroys families. that system becomes more generous in this bill. be it much more low-income housing or earned income tax credit provision that increases the mairn penalty. or pell grants. in

this bill gets us a long ways down that road. not to mention what it does for our courts in my district. and now -- mercedes-benz is made in north charleston. and these kinds -- the bmw, they've got to have the ability to get these products out. so this infrastructure bill is huge for the community that i represent. and then that gets us to the rule. the rule on build back better. in build back better, the reason we got handed that bill is because that is where so much of what we need for families to get to where they need to be for their communities to get to where they need to be -- children in that field is where we need to make it permanent for another year. the tax credits for children, tax reduction i call it, for families of children. this is very important, not to mention the other part of the family that is taken care of through that bill. so we are not -- this is what we have to do for the cost of pharmaceuticals. i try to use the word medicine. rather than the drugs -- the cost of pharmaceuticals. the cost there is in

there's no question that the people who have held up this bill, both of these bills in both the house and the senate are those moderate outliers. both would have been done had these negotiations proceeded and what we're actually seeing play out is the reason why president biden, nancy pelosi, the house speaker, chuck schumer, the senate majority leader have all wanted to get this build back better bill done at the same time because they're concerned they could never get to yes with som some of these members, and we're seeing how difficult it is right now. >> the day started out in a promising way for president biden. he came out to tout these new jobs numbers, which were higher than analysts expected. the unemployment rate went down, and so where do you feel we are at this hour? >> well, yes, i like your analogy that democrats seem to be snatching defeat from the jaws of victory. the day did start out strong. the jobs report was better than expected. the revisions to previous months were positive, so things were not as bad in the last couple of months as we had initially thought. they

what is in the bill for blacks? and what is in the bill for build back better? >> well, let me start with the bipartisan infrastructure. when you think about almost a trillion dollars, let's think about jobs. but also, let's think about contractors and what we have to do is insist that those contracts go to minorities, specifically black contractors and women. so, we have to take a strong stand of not just letting the president sign it. we have to be on the back end in all of our districts making sure that those dollars go for jobs and for contracts because there will be a lot of contracts when you think about broadband. when you think about our children and education and what happened during the pandemic, they couldn't get on the internet. many kids sitting in parking lots, trying to get on restaurants and libraries' wi-fi. so, it's going to make a big difference. now, as we know with build back better, when we look at 17 -- $1.75 trillion. we would be happy if we were talking just $4 billion for childcare or $150 billion for housing, including dollars for vouc

>> on the infrastructure bill, everyone calls it the bipartisan infrastructure bill. the only place where there is a transportation infrastructure committee is in the house of representatives. the bill is crafted in the senate where they don't have a transportation committee then when the bill came over to the house of representatives, no republicans were allowed to amendli the legislation so i wouldn't consider it bipartisan from that regard. i can't support the bill because in addition to the lack of bipartisanship in the house, there are 42 new taxes within that bill. i don't care if you are taxing corporations were small businesses in particular, mineral or chemical, whatever fees, fines or taxes, those costs get passed down to the consumer. we were given a bill that we were told was paid for and it actually wasn't and you have some competing interests. the electric vehicle market you had the government subsidizing and competing with private enterprise. where ii live we have a ton of electric vehicles. we had a businesses with charging stations in their parking lo
