good morning, brooklyn. this is g where i grew up. i don't teach at brooklyn law school. i do feel like i'm back home. the book how rights went wrong is, i think ultimately about the central question of american constitutional history. how do you marry a commitment to write with a commitment to o pluralism with commitment to treating usat as equal. there's tension between rights and pluralism. tension i don't think we recognize or appreciate it. at a broad level that's what the book is about. i'veat been teaching constitutional law for the last 14 years. inin doing so, i noticed that a lot of the problem with dealing with rights conflict that i see inro law classes, where we talk about constitutional law in rather technical ways, we talk about case decisions of courts. problems i was seeing in the way courts deal with rightsro are replicated i in our political discourse, in ourur larger publ discourse outside of law school. what do i mean by that? seeing rights as binary. i'm seeing rights as absolute. that means i have to win. seeing rights as centralized so they are, we

susan: you wrote about your time in the brooklyn town meeting in the 1980's. you talked about voting over rent control. what was the concept behind rent control, and does it exist? mr. husock: we have rent stabilization here in new york city. it really does exist in a very big way in new york city. especially in rockwall. it certainly steered me in that town where i was a very minor elected official. i was on the finance committee. it was a little bit powerful. it steered me into thinking long and hard about house policy because when i saw was that rent control had deleterious effects. in the name of housing affordability, it limited the turnover of houses. people stayed longer than they might have otherwise, particularly property owners did not invest in the upkeep because their returns were limited. we didn't have gentrification. towns were getting shabbier and shabbier. and i said, this rent control saying is not a really good way to keep housing inexpensive. there is a bad side to it. that led me into getting deeply into housing policy, the history of the
