that cities are used. and people who are there i referenced in the opening in san francisco and also oakland and san jose, many major cities in the bay area where we work that is largely empty still. we have not seen a return to office even though we are 18 months into this pandemic. so we are really grappling with the malfunction of the system that you're been describing before we start to get into solutions i'd love to share from you a bit about what was important to write this book.what is it about the health of cities. securing the help of cities for the future of humanity that was so important to each of you . >> certainly i believe very strongly that cities have been the home for humanity's most importantcollaborations . through the partnership between plato and socrates 2400 years ago, for the creativity thatgave us the italian renaissance . they are at their best, their entryways to poor people to find opportunity. there places where the young can learn and can see their wagesgrow. at their best th

to show off the city of san francisco. and this community in particular, this part of san francisco has so much to show off to visitors and to the world. we have some of the most important and dynamic arts institutions in the world right here within a block of where we're standing. we have beauty and open space. we have cultural institutions and arts institutions and night life. this is in so many ways, apart of san francisco that we want to show off and when we show it off, we know there are tremendous benefits to our entire city. this area accounts for billions of dollars in revenue that's being brought to our city and spending that comes here. tens of thousands of jobs, folks who work in our hotels, folks who work in all of the surrounding businesses that rely on the people who live and work here. so when we are opening up and welcoming people and when we are making it safer and cleaner and more welcoming overall, it's something that all of us benefit from. i represent this area here, this is a dense residential neighbo

is this a life-sized city? the city's made up of just what i would call ordinary, discreet people spaces that are very human scale, very local and it's all very people-oriented. that's what makes this place just so liveable. - when this guy, luc ferrandez... and full disclosure here, he's become a very good friend of mine... was first elected as borough mayor of the hip plateau mont-royal, he triggered a wave of very cool moves, all aimed at giving citizens their neighborhood back. over the course of just a few years... are you ready for this? luc's team added seven new parks, revamped six others, installed 226 planters on street corners, made 93 intersections safer for pedestrians, lowered average speed limits, created 17,7 kilometres of new bike infrastructure, installed 5,000 bike parking spots and greened 43 alleyways. somebody pinch me. people don't see the need for public spaces. you want to go through, you want to park, you're busy. people think: "hey, this guy is going to remove parking, take out roads

it creates a progressive mentality that drives the city, even within the walls of city hall. as one of taiwan's first openly gay city councillors, miao poya knows all about the challenges of shifting old ways of thinking in order to embrace a more open, inclusive future for everyone. so she made the move into municipal politics and is now one of 13 elected councillors of the social democratic party in the wenshan district. my job is to be the connection between the grass-roots movement and the politicians. before becoming a politician, miao poya was on the other side of the fence, with the protesters. she was part of a massive social movement now known as taiwan's sunflower movement. triggered in 2014, when student protesters occupied taiwan's national legislature for three weeks, fighting a proposed free trade agreement with china. named after the floral gift sent to protesters as a symbol of hope, the movement gained widespread public sympathy in taiwan. and the students were successful in preventing the agreement. but instead of retreating back into silence, the group and

better use technology to improve our city functioning. city government functioning. so this opportunity to access the bloomberg foundation funding sounds like it is connected to a cohort of other cities so that is exciting, too. it sounds really positive. i think my only concern is that this is sort of really new. you know, it's sort of moving -- it's really trying to -- it's like new tools and strategies for the city government to improve how we function so that is all positive. but it is a business fuzzy. in the b.l.a. report, i mentioned three potential priority projects. that this new team would focus on. small business navigation, mental and behavioral treatment coordination and government accountability for city-funded programming. is that -- is that pretty set? >> no, our original application went in of november of 2020 and they asked for some sample projects that the mayor might prioritize. at that time, that is kind of what we came up with. i think we have since done a little bit of delving. certainly at least for the first project. and it is a media problem

we have re-opened the city. schools are back in session and we resume so many of these activities that make us feel whole again and it really is because of you. the results show for instance with vaccines, our vaccination rates. our vaccinations among people of color are highest in the nation and lead our vaccination rates in the city. and it's no accident. it's because of your work that vaccines and testing are readily available. we have 100 vaccine sites. and san franciscans are within a 10 minute walk of a site and that's why we managed to get 80% of our eligible population. and i was just talking to several of you before the event, needles are going to kids' arms. they're getting the shot and we're doing over a 1,000 a day great progress. now, that is one thing, but i think one of the key things in our responses is they're only one thing. they are so important. they're key to getting out of this pandemic, but there's so many other key issues that are of importance for us to address. the wide ranging emotiona

it's a great city. there's a lot of noise everywhere and what we are going to continue to do is make sure that we protect our venues like bottom of the hill. they've been around for 30 years. it's a great venue. there's just something about being in an intimate space and listening to live music and also walking into a place where people know who you are. where you feel like you're connected to the bartenders and the staff. it just makes you feel good and so part of what i wanted to do today to recognize bottom of the hill for their resiliency, for staying here, for working with us, for providing the input in the changes to policies and resources that we needed to provide as a city, i wanted to take this opportunity and recognize you and bottom of the hill on your 30th anniversary and come on up. and just present you with a certificate of honor because we know that bottom of the hill is now eligible to be a legacy business. so we need to be well on our way to protecting this institution in san francisco

the city was a drown -- a downtrodden city. he would go on the don imus show when it was really popular. he would sing the city's praises. at least he helped put providence back on the map. >> while voters elect them to office, some of history's biggest names had to go through powerful and colorful party bosses to get on the ballot. tom pendergast was the boss of kansas city's democratic political machine in the 1920's and 1930's. his influence helped launch the political career of president harry truman. >> tom pendergast was the political machine boss of kansas city from 1925 to 1939 in control. the political machine got its start from tom's older mother, jim pendergast -- older brother, jim pendergast two came to kansas city in the 1880's and got started, establishing this machine in the first word of kansas city, in the industrial left bottoms by the river. an irish community, african-american community. at was very diverse. a lot of working-class people. jim pendergast had saloons and basically precinct to precinct went bu

first, non city organizations lack city oversight. we found there was no consistent for non city organizations city wide and lack of transparency in reporting of the relationships. some of the accounts operated like city accounteds but were out of the city's purview. we recommended that city should require departments to formalize relationships through memorandums of understanding. second, our review found no restrictions on solicitations of payments and that the city needs to improve compliance restrictions on and reporting requirements for acceptance of gifts from outside sources. solicit itting funds from parties, this creates a perceived pay to play relationship. at the time of the report, the city did not require the payment form with the ethics commission. and we found that the interested party definition is unclear. we recommended that the city should amend city law from soliciting and definition of interested parties should be expanded. third, we found that the friends of organizations did not publicly report donors or reporte

what lies ahead for ages greenest city? this project, for instance, when it's fully grown, we'll have a live in time for thought area as green area. so why go to all this extra effort to, to swadell you buildings in plants, a huge one in hot climate light. singapore is that plants are the only thing that when the sunlight falls on it don't heat up. they actually take that energy and use it for the chemical processes of building carbohydrates and things. so the calculation for singapore, for instance, is that before the city was built, singapore was 5 degrees cooler. and all that heat ends up being converted into fossil fuel use as people use air conditioners to cool the spice, and throw even more heat out into the city. if substantial plant covered even reducing a pull by 2 or 3 degrees celsius, the energy saving for the entire country would be, you know, in the billions of dollars of use. a lot of the argument, you have the also much of the cities do you know it doesn't matter. one or 2 buildings? what difference can i? bu

certainly a city of would. >> heavily a city of would. but chicago was at a crucial moment in history. it explains why the city rebuilt so quickly. chicago was built out of nowhere and out of everywhere and the modern chicago that we know in 40 years before the fire, 100 white settlers in 1830, they kick the indians, native americans out three years later and growth takes off so there may be for thousands people at the center of 1840, there are 330,000 at the time of the fire. between 1850, and 1871, 30,000 to 330,000 people, no place grew so fast. it is the expression as i was saying earlier of the nineteenth century. industrialization, immigration, westward movement, transportation, and communications revolution. >> the stock yards had been built as big as they became but you had this wonderful river flowing through into lake michigan and it had become a real rail hub by then, had it not? >> chicago came into its own as chicago in the 1850s and 60s. you talk about 1848 where the board of trade is, the first train and the first telegraph

that is not a vibrant city, that is not a healthy city, that is a city that's in jeopardy of losing its identity. we know when we have a good mix of folks living in the city, the city functions better, and it's better for visitors, it's better for everyone. so i really want to emphasize how important it is for everyone, working men and women, to live in this city. that is the emphasis of our report. that is the emphasis of what needs to happen in san francisco, san francisco that we have always cherished. san francisco was built by working men and women and they're being pushed out. these are folks with really good jobs who at one point could afford and buy and live in the city, but they're being pushed out, and we need to revamp the current housing policy so they can live back in the city and come back to the city. >> clerk: thank you so much. >> thank you. >> clerk: so we have ten folks in the queue. let's take the next speaker, matthew. >> hi. this is zachary from young community developers. it's important that the city prioritize housing based on the people that live and work here.

that fuels all this work that these folks do when they come into our city or in our city and they break in cars so this enables us to benefit from a financial incentive. an incentive to do the right thing and the right thing is put a stop to this madness. the right thing is let's focus on the people that are doing this and these incentives will help get them in custody and prosecutor them to the fullest extent of the law. and this buildses on mayor breed's recent expansion of our community based ambassador's program and this includes upward take of our community ambassadors, and these are retired police officers who walk these streets and work in concert with our on duty uniformed officers and their job is solely to observe and report what they're seeing and if they believe that something's amiss, they call us, we come, we investigate and we've been able to prevent crimes from happening by doing what i just described. lastly, i will just talk a little bit about the bigger picture. what's more amazing and this is a piece of good news is we've experienced this 37% reduction while our city

look at the city. the city's full of poor people. you're going to say it's your fault because you're poor? so with the catholic organizations, charity organizations, there were generally far fewer questions out, but the protestant ones were notorious for undergoing this kind of moral scrutiny to make sure they weren't lazy good for nothings, you know, looking for a handout. and these attitudes, of course, are still with us today. i've spoken about tammany mainly in terms of irish catholics and, i think, certainly in the public profile at this time they were the dominant group. but new york was changing. certainly by the late 19th century there's a new wave of immigrants, you know, early in the semester we looked at the germans and the irish coming, but in the late 20th century, a new wave of immigrants largely from southern and eastern europe, a lot of italians and jews. you might think, oh, with italians there's going to be a natural religious connection between the irish, with the irish, but that reallien didn't play out. in some w

but san francisco is a beautiful city and the golden gate bridge, this is one of the most beautiful cities in the world and people come to visit from all over the world because it's magical, but we do have challenges. like any other major city we have serious challenges around car break-ins like fisherman's wharf, like the palace of fine arts, like alamo square. just imagine going to visit the most beautiful city in the world and coming back to your car and actually witness someone breaking into your car and sadly as we just saw holding you hostage to gun point, how terrifying that would be tragic. it is tragic. it's really embarrassing for our city. it's frustrating and it gives people the impression that it's not safe to come here. now, we have been implementing a lot of great policies including our tourism, deployment plan which since july when we announced it who may be able to replace all of the valuables which may not cost much in the resell market, but it means everything to them. this is what we're dealing with. yes, we've seen a reduction, but there's more, of course, that needs t

city and county city of san francisco requiring vaccination status. department of human resources amended the policy to clarify that the deadline for all city employees to be fully vaccinated by december 1, 2021. at that time, the amended policy include a standards for medical and sincerely held religious exemptions. as of october 27, 2021, the city policy has been amended to allow city agencies to allow partially vaccinated employees to be able to work remotely upon approval. they must be vaccinated by 2021. this is some of the actions we have have taken. the hr department issued a requirement that all employees submit their vaccination status by september 17, 2021. i am to report that all employees have complied. 38 staff are fully vaccinated, two staff persons are partially vaccinated, one staff person is unvaccinated. that one staff person has indicated through our conversations that they plan to be vaccinated upon our return to the office at a future date. we want to introduce and adopt ocii covid-19 vaccination policy that conforms to the city p

people want to be in cities, people want to be in san francisco and we need to make sure that the city is able to accept the people who want to live here because this is the best city in the world and people do want to live here. and part of that means great world class public transportation. and -- [ applause ] -- and 38 geary is just one example of what we need to do. we need faster bus service. we need bus route transit and when i was on the board of supervisors and on our transportation authority, we went down to mexico city to look at their bus rapid transit systems which they deliver in three years from concept to cutting the ribbon and we need to be continually moving in that direction. more bus rapid transit, faster deliveries. sometimes we struggle with that. this was fast, but we need to make all of our transit projects happen quickly. we need to deliver these projects quickly for our community and i know m.t.a. and our transportation authority are working hard on that. at the state level, we actually were able to pass a law last year to dramatically speed up delivery of bus

where they have a city manager. we're calling it a new office. it's a team, and it's a cross departmental team that pulls from new resources. they ask that you not repurpose existing positions because that is what their grant is trying to fund but i don't know that they require nor do i believe we are creating a new one. >> thank you. so how many of the new positions proposed here are to be union positions? >> four of the five. the one in the mayor's office, i think it is 0904 is not, but the other that are more i.t. positions, i believe they are. we have to kwie probably half of it by next october, and the other by the next [indiscernible] in june of next year, but we do hope that that would be philanthropically done or working with the bridge program, for example. >> supervisor preston: but at this point, there's no commitment of that some or all 1.1 million. >> that's correct. i think [indiscernible]. >> supervisor preston: i think my question is different. do you have commitments -- obviously, we are being warne
