(applause) and david, i'm so happy to be here to celebrate you as the 31st city and county of san francisco. you have the best office in this building. i don't know what louise did to renovate with willy brown, but it is the best office in city hall and you will experience it yourself when you leave the ceremony, as will lucas. and you have -- you are about to asend to the most independent office in san francisco city government. and i can't overstate how important that is. you know, the drafters of san francisco's city charter wanted the city attorney to speak with one voice, to be independent and to be answerable to the people of san francisco. and that's why the san francisco city attorney is only one of 10 elected city attorneys in the state of california. let me just tell you, not everybody likes that. when i took office, willy brown made it quite clear how much he didn't like having an independent elected city attorney and his last two years

this was helping puc continue to make good on the investment and helping these systems function long-term. and the program will be officially launching december 1st. we currently have a website up and engaging with installers and we'll be reaches out by mail to qualifying customers on december 1st. i know there's been discussion and interest in this program at previous meetings so i wanted to provide a deeper update here and the opportunity to ask questions. this is a work force development program targeted at contractors to install high efficiency electric water heaters that would replace natural gas units and the goal of the program is really to address a gap in contractor experience with heat pump water heater technology. by providing a combination of training and incentives directly to contractors, we're hoping to increase the work force that is ready and available to do this important work as customer demand for that grows. and this is a regional effort administered through bayren with participating jurisdictions across the area. cca and public utilities participate to fund in their

as of august 23, 2021, puc crews were working on a leaking air valve on a transmission water pipeline. this type of pipeline is not the type of pipeline that serves a home or a hotel or a school. these are our transmission mains, so they are very large and they are moving water through reservoirs. they are quite large. as we were tightening a bolt, the air valve failed, sending pressurized water into the air and flooding stern grove. approximately 700,000 gallons of water was released due to this failure. the damage made it heavily eroded making it unstable. there was water and soil intrusion which occurred into three buildings. the creeks and culverts in the water which usually carry stormwater had debris. over 60 trees were damaged and had to be removed and there was flooding of the tennis court and undermining of pathway and slope adjacent to the tennis. there was concerts that had to be rescheduled. unfortunately that was another impact as well. here's some photos for folks if they get the scale of the damage that's here. first on the top-right corner, you can see just how big the
