in these tribes in arizona, -- in order to help arizona in shortages. both by creating -- and sometimes by transferring to other users, however there are some tribes including the colorado river indian tribe and others who are limited by restriction of their water. they are not allowed to transfer that water off reservation. congress could expand the benefit and allow those tribes to engage in transfer with water users who are currently in shortages, as well as transfer water for the environment. as a matter of equity, ensuring that tribes are able to have water off the reservation seems only there given that other colorado water users in arizona and georgia -- >> as they transport water off of their tribal land, and at least the water so they are compensated financially for this leasing, what does that compel them to do? >> well, they have to start by conserving water on their land, and then with that, they are able -- if congress could enable off reservation transfers -- then their use could be transferred to other water users. but, at the present, th

but arizona gets hit the hardest. we stand to lose 18% of our annual colorado river water allocation beginning next year. that's in a few months. now, fortunately, arizona is prepared for these initial cutbacks. we are implementing mitigation measures that keep more water in the colorado river system and improve water efficiency in our farming. we plan to save enough water so that most arizonians will not be impacted. but we're not out of the woods here. last month, the interior department produced a new forecast showing that water levels in lake mead could soon decline lower and lower enough to trigger a second round of drought restrictions. lake mead is the nation's largest man-made lake or reservoir. it stores colorado river water behind the hoover dam, the world's largest public infrastructure project when it was built during the great depression. currently, lake mead's capacity is 35%. it's the lowest level since the lake was first filled. its sister reservoir, lake powell, is the second largest manmade lake in t

i want to begin with the current redistricting situation in arizona. the redistricting for based on the last census has not yet become pleat. what is at stake in that? >> you know, everything is at stake. you know, the reality is arizona is a very much purple state. you have two u.s. senators who are democratic. you have the governor who is republican and secretary of state who is a democrat and we have the closest margins in the state legislature in the last 60 years. there is this republican instinct to jerry bander the lines even though we have a redistricting committee. a morning we saw them try to create maps with the congressional delegation to be 6-3 in favor of republicans when right now that majority is held 5-4. >> what about the state legislature, the redistricting maps in the state legislature? >> the senate, there is a one-vote margin for the republicans and also in the house there is a one-vote margin. you know, we've seen a little better progress. i recently testified in front of the independent redistricting committee and there we saw l
