along with employment and mental health services. affordable housing is key to successful society reintegration. really it is necessary to support a long term success of veterans. many have slipped into poverty and homelessness when affordable housing and support is not available. in 2019 the count was 600 chronically homeless. 9% of the total count. in 2017 study by university of southern california. over 40% post-911 veterans were homeless in the previous year. not just struggling with homelessness but i have heard from vets with stable jobs who are low to middle income who face barriers accessing the city's programs. the city's existing rental housing programs for veterans through the housing authority are only be available to veterans up to 50% a.m.i. many with income but 50% a.m.i. are not eligible for the programs are at risk of housing insecurity. over the past year i have been working with veteran organizations and leader to develop this proposal to increase access to affordable housing for veterans to prevent homelessness an

this is the chief financial officer for health services system. today i'll be discussing the report out on the san francisco health service system financial as of the end of september 30, 2021. that's the first three months of this current fiscal year. the details in terms of my write-up is on the memo available on in your packet as well as available to the public on our website. so i'll just highlight a couple key items of my report. the first quick note is that the financial year end audit has been completed. that is for the period of fiscal year 2020 through 2021 ending june 30, 2021. we will have another action item following this one with regards to that but there's a couple key notes on the financial audit. this is the second year we've done 100% environment audit with our new auditors. we were able to start our audit process earlier in the year than waiting for the close of the fiscal year to start producing documentation and the like and probably resulted in a more efficient process and use of everyone's time. the scheduled completion date
