marcus moore joining us now. and marcus, back to those new cdc guidelines for isolation and quarantine. there are also different recommendations for boosted americans who are exposed to covid? >> reporter: whit, that's right. those who have boosters do not need to quarantine after exposure, but should wear a mask for ten days and get tested. but health officials stress, if symptoms do occur, they should immediately quarantine until a negative test confirms it is not covid. whit? >> all right, marcus, thank you. so, let's bring in dr. ashish jha, dean of the brown university school of public health. dr. jha, great to have you. and i want to start with that news late today from the cdc, now reducing the isolation period for those who have been infected with covid from ten days down to five, if you're asymptomatic followed by five days of wearing a mask around others. they're also reducing the quarantine time if you're exposed. this is a dramatic shift. is this the right move right now, given what we're seeing with

marcus: i think it has been overblown. if you look at the price of the pound, it is holding up really well despite the fact that they will probably not get a rate hike from the bank of england. you look at some of the dates -- amongst it all, i think the growth in the u.k. is actually doing pretty well. however, with omicron and a number of other things, we've got cpi wednesday, we are worried about 10% in the u.s., but u.k. probably gets up to 4.9%, maybe worse. that could do something to the bank of england, but they will wait to february for quarterly review. we are seeing things getting priced out on the interest rate market for sure. caroline: there has been some shakiness within the real estate market. may be a healthy dose of shakiness because prices have been going ever upwards. but is that going to be some thing of concerned, do you think? marcus: there's only one way for housing prices to go in this country, and that is up. people with small deposits can access a mortgage which has been a problem in this country

i would imagine it's getting pretty busy out there. >> reporter: good morning, marcus. yeah, we do a lot of live shots here at sfo about the changes in the testing protocol and changes to international travel. it's typically not this busy at 6:30 in the morning. we've seen a lot more cars, a lot more ride share cars coming through dropping folks off and people really moving with a sense of purpose this morning as we approach that holiday travel. today a very busy day anticipated for folks because christmas is just a couple of days away. if you plan to travel or have friends or family coming in, take a look at your screen. this is a snapshot from aaa to give you an idea how many folks plan to travel this holiday season. aaa estimating 109 million people, an almost 34% increase from 2020, will travel 50 miles or more as they hit the road or planes or other modes of transportation. the travel period will be december 23rd to january 2nd. 27.7 million more people are traveling, bringing this year's numbers to 92% of 2019 levels. airlines will see 184% increase from last year

i am laura garcia. >> i am marcus washington. we want to get a look at the commute in just a bit from mike as well as kari. we want to get you caught up on the news for the day. >> that's right. a vallejo police officer violated department policy by not trying to de-escalate the situation. that is according to findings in a new independent investigation. >> bob, what else did the investigation unveil? >> that the determination to use that deadly force was, quote, not objectionbly reasonable. a vallejo police officer shot and killed monta rosa in june of 2020 after responding to looting at a walgreens. police say the officer mistook the hammer for a gun. the 66-page report that was put together by a former civil rights prosecutor working for an outside firm and was released last night, and the report said the officer fired rapidly through the windshield of a patrol car and that was captured on the body cam. the report said the officer did not use de-escalation techniques. it's up to the police department to decide whether or not t

i am marcus washington. >> i am laura garcia. we will have a look at the slick morning commute in a moment, but first let's get to meteorologist, kari hall, who has the latest on this storm. >> yeah, as you get ready to head out this morning, we powered up our storm ranger, that's the red beam here, and it's picking up on the rain coming through. steady rain around east bay and antioch and discovery bay, and it's fairly light for livermore, then as you head over towards piedmont it has picked up. some of the most intense rain right now is moving through the santa cruz mountains and moving into parts of the south bay. that will be the focus for us as we go through today. the access to some of the heaviest rain has shifted a little bit south. we are also looking out for the potential that we could see thunderstorms. as colder air moves in it will enhance the amount of energy, and by 12:00, 1:00, we could see some of the bright reds here showing intense rainfall, possibly small hail and gusty winds that will be sweeping through the

>> reporter: good morning, marcus. this is an effort to de-escalate the 911 calls, and when somebody is in a mental health crisis, this gives law enforcement an opportunity to avoid an arrest or taking that person to the hospital and putting them on a mental health hold. san mateo is one of four cities here in the county to -- where dispatchers will deploy a clinician along with a police officer if it seems the 911 call could be related to a mental health crisis. once the officer deems the situation safe, the clinician can help de-escalate the situation and provide services. san mateo county's wellness and crisis response program is launching in the city of san mateo and redwood city and daly city and south san francisco. stanford will independently evaluate how it works, and other cities like san francisco and san josÉ have already added mental health response units. reporting live here in san mateo, bob redell, "today in the bay." >>> bob, thank you. >>> president biden is expected to announce u.s. government offici

>> reporter: good morning, marcus. oakland fire department acknowledges that there are still areas in need of improvement but that it is making progress on the reforms. you may recall for a three-year period after the ghost ship warehouse fire the oakland fire departments, fire prevention bureau, had failed to inspect just over half the properties within the city that it was requires to inspect. this is after they hired more inspectors according to a city auditor report that came out in october of 2020. why is this significant? the oakland fire department did not inspect the ghost ship warehouse which had been illegally converted into a live/work space for artists with illegal wiring, no smoke detectors or sprinklers, crammed with lots of flammable material. the 36 people became trapped inside and they died when the fire broke out five years ago. this week the city's auditor's office told me it doesn't know if the fire department has improved on its inspections because they have yet to do a followup audit but this morn
