it financed the residence hall -- the largest in south carolina. and that's why we're working to increase -- and we will get it done, with jim's help in the house -- pell grants, another $1,500 -- so particularly black students and lower-income families can attend community college, four-year schools, and black universities -- hbcu's. that's why i'm proposing historic investment to create and expand hbcu programs in high-demand fields, like cybersecurity, engineering, and healthcare. these are the big-paying jobs getting out now. but too many -- too many hbcus don't have the laboratories, don't have the capacity. they have the intelligence, they have the intellectual capacity, but they don't have the research dilemma in front of them. we're going to create new research and development labs that prepare students for jobs of the future and establish hbcu research hubs all across this nation. i also reestablished the president's board of advisors on hbcu's, led by a friend of mine, dr. tony allen, the president of delaware state university, as i said,

for what purpose does the gentleman from south carolina seek recognition? >> mr. speaker, i ask unanimous consent to address the house for one minute. revise and extend my remarks. the speaker pro tempore: without objection, the gentleman is recognized for one minute mr. wilson: thank you, mr. speaker. i'm grateful to recognize the 2021 army congressional fellow major brett tender for his service to the citizens of this second district of south carolina. his year-long stay with the office is concluding and brett will be sorely missed. not only has he been an indispensable contributor to legislative goals, including the f.y.2022 national defense authorization act, but a valued member of the team. after graduating with a political science degree from rutgers university, his already impressive military career has included numerous commendations and leadership positions in fort benning and fort carson. he's also been deployed to poe lan, germany, romania, and afghanistan where he was successful in his part with operation resolute support free trade agreement sentinal.

but we are about 90 miles west of charleston, south carolina. when county sheriff's deputies arrived at the house that night of june 7th, they quickly determined both victims had been shot multiple times. alex murdaugh said he returned home and found his family shot. he's denied having anything to do with their deaths. six months later, who killed them and why remains a mystery. but what makes this all even more bizarre is that others with connections to the murdaugh family have, also, mysteriously died. >> remember, five people died in his orbit. i don't know anybody in my 60 years of life that had five people die in their orbit. >> those five people include 19-year-old mallory beach. she had been out boating with paul murdaugh and friends in february 2019. about two years before paul was killed. at the time of his death, he was facing charges of boating under the influence and causing her death. he allegedly hit a bridge while driving his father's boat drunk and beach was ejected. the investigation is ongoing. >> we are in a boat crash on arth
