[applause] the national league of cities and the u.s. conference of mayors have enjoyed a long standing partnership. these past couple of years have been hell. the strength of that partnership has been put to the test. whether it was for fighting the american rescue plan or standing up for the infrastructure bill, we have worked together. and that's the only way we can continue to do this is by working together, to bring meaningful investment to every city, every city in america. and now it is up to us, the most trusted level of government, to continue leading the american recovery from the covid-19 pandemic. unfortunately, as we all know, this pandemic is not the only crisis we face today. we also face the crisis of climate change, poverty, affordable housing, racial injustice, and even more. as local leaders and as organizations, we must strengthen our partnerships to meet all of these crisis head on. if we don't continue to work together, we're giving the others what they want, and

it's one of the reasons i'm excited to be a mayor in this role. as you see, the biden-harris administration is populated with a lot of people who have that experience in local government. who know what it's like trying to engage with the federal government from that local perspective because we want to be a better partner. >> thank you. we in cities are in the implementation phase, what can we do to make implementation easier for you and collaborate with you to make implementation seamless and beneficial for our residents? mayor pete: this is ultimately going to be delivered by you. by you and by the states. we need to make sure first of all that it's accountable. that everything is on time, on task, on budget. i can tell you the president is laser focused on this we just came out of a meeting on this, an update on implementation. as you might expect he's focused on making sure the tax dollars are well spent. we have to make sure the american people $600 billion worth of results out of all that money going in. and another thing i think every mayor

and it really wasn't a what. it was a who. they was mayor of mayfield. kathy honan. and her ability to comfort. her -- to comfort her constituents, her community members, her ability to reassure them, and her ability to work to ensure that the things they needed, the supplies and services they needed were delivered to them. the mayor, all of you mayors, are some of the most power. people in this entire country. you have under your charge the well being of our communities. and your power is increased when you partner with others. and we in the department of homeland security want to be a very valuable partner of yours. our many mayors around the country and many people whom you represent and lead don't really know what the department of homeland security is. most likely upper most in their minds right now is immigration, but the coast guard, united states secret service, cyber security and infrastructure security agency, t.s.a. and other agencies and offices within our purview are actually part of the department of homeland security. i certainly don't have enough time

the mayor of the great city of chicago, mayor lightfoot has been a leader in the conference and criminal and social justice issues following the murder of george floyd, breonna taylor granted to many others into the demonstrations that occurred in the cities throughout the summer of 2020. she guided the working group of mayors and police chiefs that produced strong practical recommendation that mayors could implement to reform the police departments and work towards achieving racial justice. from day one as the mayor of chicago she's made equity her northstar and has made a commitment to all 77 of the city's neighborhoods. she is here to tell us a bit more about her work in communities. a great kick off to the discussion we will have with our federal partners leader. please join me altogether and welcoming the chicago mayor. conference of mayors is a unique organization, a nationwide rupe of leaders in -- group of leaders in direct contact with the residents of your cities every day. this conference has been a big influence on me personally. when you first get elected, there is that lonely moment if something happens in your city. you have your support system, but nobody else that you know understands what you are going through. it wasn't like that for my first year as a state legislator in massachusetts, you have a support network. i missed that sisterhood and brotherhood as a mayor until i came to this meeting of the u.s. conference of mayors. that is where i found my people. i bonded with mayors from across america. tackled tough issues together from inequality to housing challenges to climate change. we leaned on each other, learn from each other, were there for each other when tragedy struck in our cities and kept the people we serve at the forefront of everything we do. now, i have had a chance to see your passion and dedication from a whole new perspective as secretary of labor. i have seen it in d

monica sanchez, a mirror -- mayor in los angeles county. i am a daughter of a farmworker. how can specifically small cities like ourselves help the immigrants that come in. as we know, farmworkers do not just stay in border cities. we have students and children. how can the mayors assist in these efforts? >> absolutely, there have been phenomenal partnerships including in los angeles county and across california in particular in terms of utilizing some of the systems in place for immigrant children and making sure that unaccompanied children can be a part of that. making sure that compliance with some things like making sure it school districts know all children regardless of immigration status and have access to school is something that has been critical. making sure there is communication and education for everyone working with children, because a lot of times people do not know what to do or they might be asking for going papers when it is not necessary, some of the things, so looking at things from the eyes of an unaccompanied child were eyes of a sponsor who might not

so that's going to be a focus this fiscal year the mayor's office as well as the departments inlooking at ways to reduce this . but we didn't discuss, so we're at 57 million in expenditures so let me go backwards. we're at $57 million inrevenue . but we're at $91 million in expenses so what does that mean? the good news is that we have reserves andwe have fund balance . so we've had that when we were during the good times when we were spending less and bringing in more too. so we have a few contingency reserves of about $41 million. then we alsohave a fund balance of about $6 million . now, in the fee contingency reserves , we are a budgeted this year to spend about $20 million of that. $26 billion of that to balance in the current year. i know we had discussions about what our current fund balances butthe issue is that it fluctuates . we know don't know what our true fund balance is that's available until we end this current fiscal year. until we are slated to lose about $26 million the fact that we're going to look likewe have savings in our expenditures , i'll go back to that. it lo
