joe manchin is the united states senator from west virginia. he's been in office for about a decade. he's become one of the more- influential people in all of politic, seemingly with control over a president's agenda. the u.s. senate split 50/50 with a senate any senator could be powerful, but the democrats have a vice president harris as a tie breaker, so they don't need deflections from republicans to pass bills. they just need to keep all the democrats singing from the same hymnal, and lately that's been a problem. specifically joe manchin has been a problem, and that has made many in the media and some on the left very animated. sometimes i wonder if the media and some on the left know what state joe manchin represents. it's west virginia. the same west virginia that voter for donald trump twice with almost 70% of the vote. the same west virginia that has voted for the republican candidate for president in every presidential race this century. democrats have won in west virginia before, michael duchaka s beat george h. w. bush in west virgi

dani: you mention political pressures, you have joe manchin throwing cold water on joe biden's agenda because of the inflationary picture. at this point, what does that noise from washington mean for the inflationary environment? is there anything they can do or not do to combat the picture? enda: i think the first point to make is that it is all about the role of the central bank, the independence of the fed. during the trump years, there was a lot of pressure on the fed and chairman pal to bring down interest rates and now you can argue the opposite is happening with others putting pressure on the fed to checkup interest rates. the fed will want to be seen to navigate those arguments from a neutral point of view. the government's policy cannot be seen as controlling these broad inflation pressures. we know that senator joe manchin has put the spinning package on the sidelines for now. the focus remains on the fed and how to manage expectations and now we have pressures to jack up rates when perhaps i don't want to do so as aggressively as the market is saying they will. dani: as alw

what does joe manchin not understand about this? >> well, this is not the optimistic part. we are an incredibly polarized political environment. even when policies are good, there are political dynamics around them. president trump proposed six weeks of paid parental leave as president. not a lot of people jumped on that on the others the. you are not seeing many people on the right side of the aisle or center left jump on this despite the vast majority want this. at some level, there is some dysfunction as a reason for why this has not gotten through. the evidence for paid leave, specifically paid parental leave, where we have evidence internationally and domestically, the most generous policies are for new parents. companies in countries -- we know that there is significant economic and health impacts. certainly, depending on how you define the scope of the provisions, which is part of the issue, it does not have to be tremendously expensive either. senator manchin has mentioned concerns about the topline cost. you can do paid leave in a way that's affordable and still ch

so, joe manchin should be supporting it. so should the republicans. >> in the meantime, now, there is another fight that is going to be upcoming. and that is for the supreme court nominee. we know that former alabama senator doug jones started his work today. he is a nomination advisor president biden. we are now just three weeks from the president self-imposed deadline, to name whoever she may be. what happens between now and then? >> well, first of all, do i think we will have it sooner than three weeks. but what happens once he names here, is that he is the sherpa and that means he and that is the tradition. he is the former colleague of -- and a very moderate democrat. i think he is the right person for the job. he is an amazingly great lawyer. and then we will go through that process. >> what do you think it is going to look? like what is that process going to look like? if i have time i would like to get both of your takes on that. >> i was on the judiciary committee. and i would suspect that a number of the republican

i am not sure why it seems like joe manchin and perhaps a few others who are not as vocal are the only ones who get it. how do you square the idea that president biden keeps pushing the notion spending more money will cure inflation? >> he has only got two things he continues to say all the time. one is that oh, inflation is transitory. we just need workers and supply chain out there. and yes we need to spend more per the reality is the first of those notions is wrong for it if you look at the latest inflation numbers we are seeing numbers creep up even in places like services which at last i looked services are not sitting on some cargo ship outside of l.a. but also, spending. this is one of the root problems right now by some estimates the united states federal government is spending one out of every $4 in the country that still washing into the economy states have not worked through the money the feds arty sent to them they are still handing it out. this is behind inflation. the president has not come up with a better message because to do so it would require changing his agenda he

joe manchin is a former governor. do you think he's gettable on a revised build back better package? secretary raimondo: i do. i think we will get him and i think this is going to happen. >> do you have a timeline? do have a goal or an end date that you are hoping? secretary raimondo: after 10 years in rhode island doing a lot to the legislature, it always takes longer. always. often, with a huge infrastructure package, the speaker of the house supported it from day one. it was supposed to take two months. it took 1.5 years. i don't know. sooner is better. everything takes too long but i feel it would happen. that is my view. >> if i could just quickly follow-up, is there a certain reason that you think the senator is gettable on this? given what we've seen over the last few months. secretary raimondo: well, he has said. he is publicly on record saying he supports the investments to the care economy and to bring about universal pre-k. you know, he supports the job training. he supports a lot of it. so we know there ar

today senator joe manchin said the president's build back better plan is all but dead, but he and gop senator murkowski, lisa murkowski, say parts of it could be revived. >> the build back better, as it has been presented over, what, the last, seven, eight, nine months, that bill no longer will exist, okay? should there be parts of it? you want to talk about different things? my biggest concern, and my biggest opposition, it did not go through the process. whether lisa votes for it or not being a republican, she should have at least the opportunity to have input. it should have gone through the committee. these are major changes that's going to change society as we know it. those changes should be a hearing, a mark up and then you'll have a better product whether you are friends on the other side or not. but they have to have input. >> have you talked to president biden? >> we can work on energy and climate if we went through the committee. >> cnn's john harwood joining us from the white house. hi, john. so how is the president hoping to build momentum -- build on his current momentum

how much harder did that just become with joe manchin making clear that the negotiation is dead? >> well, look. we're continuing to work to make sure that we put together the best, strongest policy that can get 50 votes in the senate and i believe that we can do something big here. >> you do still. even with that. >> we're lowering prescription drugs. yeah, absolutely. we don't know exactly what the name will be, what the vehicle will be or what all pieces will be but we know we've got to do something to lower costs for americans, especially when you look at the continued concerns we have around inflation. so the president's proposals, which economists have said, we will lower inflationary pressures, making it easier to afford child care, prescription drugs, insulin. i don't think many people are against making it more affordable in this country, obviously, i'm a big believer in making electric vehicles more affordable. more rural drivers can get in on the gas savings. and all of these things the president put forward and exactly what package of them can win 50 votes and advance

but there is the joe manchin factor. he has talked about the fact that he's open possibly to getting something passed on clean energy. >> reporter: yeah, that's right. the idea that this is going to get passed in pieces is fallacy. it's a reconciliation bill. it needs all democrats to hang together and you're going to get one crack at it. it will be passed in piece, not pieces. democrats are going to get one more whack at it. the question is when they try again. they don't have 50 votes to spare until the new mexico senator returns after recovery from surgery after suffering a stroke. you're looking at probably a couple of months before we find out what and when joe manchin is willing to move forward on this. he's expressed openness theoretically to some of the clean energy or this bill addresses directly is inflation. so, unless the bill can tackle that or the numbers start to tick back down, manchin seems pretty happy waiting this out. >> thank you, guys. so, the future for farmers looks brighter after years of chaos.

other than joe manchin, i don't know who would come along. in one year's time, we went from energy independence to -- frankly, every other policy. i don't see that happening. i wish we would. at the right thing, it's common sense. think about this: talking about weapons and what we need to give to the ukrainians, it would've been nice if at $85 billion of weapons into clement and afghanistan, some of that was in the ukraine right now to help the ukrainian people. it would be nice if the state department would be focused on real diplomacy versus when they send out the email that said "which pronoun do you want to use? we will have gender-neutral passports now" that is the problem: bad decisions early on that put us in this terrible position. ukrainian people feel it. >> do you see any covert operations possible, and a way that we can help these freedom fighters now in ukraine? >> i will be honest: i think the thing -- the only hope that ukraine has is something that has happened in history before, where a military will decide if they can no lo

but that's not going to be easy with resistance from people like joe manchin in the senate. they're going to have to rename that build back better bill, reshape it, and that's what the administration is going to be working on. behind the scenes, of course, the president is working on the selection of a new supreme court justice to replace stephen breyer. that is likely to be a win for the administration once that choice is made. but they've got a lot of work to do before they get that choice announced. that's going to be consuming the president's time as well this week. john harwood, cnn, the white house. >>> we are learning more details about documents the national archives handed over to the january 6 committee. the archives have said some of the trump white house records have been torn up by the former president and had to be taped back together.
