damian: is the etf assets. it had as much as $400 million from russia on the books at the end of january. tom: so what is the pressure on a friday afternoon? let's figure out what this stuff is worth now. damian: good luck trying to find it out. remember, a lot of the assets specifically at big institutions like blackrock are under managed accounts. we are not even going to see the extent of the losses for some days, some weeks, some months. even we we were talking pimco, we were talking $1.5 billion in cds exposure. these are just numbers on a piece of paper. it is hard for us to say. it is next wednesday. what do you think is going to be more important, the fed, or russia defaulting on coupon payments? that is the real issue here, and that is where my eyes are focused. jonathan: the language they are, russia is going to default. that is the language you used. is it that certain? damian: it is. basically -- the 23's are trading at $0.23 on the dollar. the market is already pricing in a default. if you look at

damian: no, shortly for local banks. surely local banks that have to replace deposits from the cental bank of russia. what we saw was immediately that spike reminiscent of post-2014 annexation of crimea. that's with the russian banks had to do then when they were sanctioned. you see the same thing but it is rolling over and that tells me everything i need to hear about dollar ruble and the use of it by the chinese, by non-sanctioned countries, and the fact that is allowing putin to demand gas payments will be denominated in ruble. jonathan: let's talk about that. maybe euro ruble is the appropriate currency to. . be discussing. how do you expect that to play out? andrew: we are sanctioning -- damian: we're sinking all purchases and russia, they have no use for hard currency so of course they will demand for ruble payment. they can use those to pay for things they need from other nonsanctioned countries. that is why i've been saying this from the beginning, that these sanctions will not work of china is not on board. as i

damian: it is a marriage of convenience. it is a marriage that is going to work well for the economy in the near term. we saw the congress over the weekend. we saw the rocksolid relationship between china and russia reaffirmed. but beneath the surface, there's definitely some seeds being sewn, and there's a bit of a move on the west to try to extend some of, i don't want to say sanctions, but they are looking at what is next. is the yuan going to be at risk? you are seeing investors coming out of chinese assets. jonathan: if i own dollar debt from the sovereign or corporate in russia right now and they tried to pay me and rubles, what is that? can you help me understand all of this? what does a credit event look like in russia? damian: now we are getting into the bond mechanics. there are six bonds in russian debt outstanding where there is a covenant that allows them to make payments not just in dollars, but other hard currencies, and they slip the ruble in, so i hope no one is holding those bonds because you're going to ge

let's get to damian sassower for bloomberg intelligence. the steelmaker had a coupon payment to make, if i big race period, they have missed it. can you walk us through that dynamic? what is and is not sanctioned? for the banks stuck in between, what are they meant to do? damian: severstal had a loan participation note that came do. a coupon payment was supposed to be made to creditors with a five day grace period. that five day grace period has now especially -- has now officially expired. citigroup apparently wired the payment by severstal to pass on to its bondholders, but has not done so because it is requiring approval to make that transfer, the u.s. department of treasury. so where do we stand? we stand with unsecured foreign obligations of severstal amounting to roughly 16% of all of that debt outstanding. basically, if there was a default and foreign creditors had to seize the underlying assets, the offshore assets only amount to 16% of those bonds outstanding, so to creditors one this company to default? they work with this company

damian: yeah, well, first of all, tell us about bombera.

live in san jose, i'm damian trujillo, nbc bay area news. >> thank you, damian. >>> a violent weekend in downtown san jose where police found themselves responding to a deadly shooting and what turned into a police shooting in just a matter of minutes. tonight we have cell phone video which is raising questions about that shooting. the video caught the moment that san jose officers, some with guns drawn, approached the front door of la victoria taqueria on san carlos street. as they walk up, the man police say was armed walked out. officers fired almost immediately. we're told he's expected to survive and is recovering at a local hospital. witnesses talked to us about how chaotic everything was. >> i heard a couple gunshots when they walked to the window because i live up here. i just saw a bunch of cops and everybody kind of running this way. >> minutes before that police shooting, officers were called to a homicide just a half block away. a man had been shot and killed on fourth street. police are searching for the suspect and released only a vague description. despite being so clos

damian: they can pay. it is clear they are willing. the u.s. treasury might start stepping in the way of the payments 25th may. the key question is why would they pay, why would they pay foreign creditors coupon payments when its economy is crumbling and it is trying to wage war in you reign. there are three arguments. the conspiracy theorist would have you believe there are a lot of russian holders of those bonds. i do not put much stock in that. the optimists would point to the timing. we are perhaps moving into de-escalation yesterday when they decided to make the payment and perhaps they are looking to avoid a default. i'm a fixed income strategist so i am a bear by trade. i do not believe that. this is my position on the pragmatic position -- it is the pragmatic position. when you look to 2019 -- the third circuit court of appeals upheld the decision, meeting crystal x, of gold mining company in canada was able to lay claim to venezuela's mining assets in the u.s. even though they were owned. does russia, given where we are in the world, o

damian, i guess if you thought the energy volatility was coming down and we had seen the high in prices because they did decline sharply last week, that's absolutely wrong now what do we expect? >> yeah, so we think from here, the move is still higher we have a significant supply shock on a market that was already historically tight and the only buffer you have today really is demand reduction. we don't have any inventory buffer opec has very limited ability to ramp up and no desire to do so so really it has to come out of demand that takes another meaningful leg higher our forecast is $135 for the second half of this year now, a lot of uncertainty, you point out, to the price volatility you should expect that, but we're losing a lot of barrels right now. >> what about the prospect of america joining the russia embargo. in the market, what would that mean in terms of how fewer barrels of oil come out of russia >> it would be a significant shock for europe and russia. that's why europe has been reluctant so far and particularly countries like germany who are very dependent on russian oil

damian: sam: that is a great -- damian: that is a great question. they were supposed to make a coupon payment back on the 16th. they had a five day grace period. they failed to achieve that because citigroup required approval from severstal before they were going to transmit that payment towards creditors. they have not received that yet. here's the sticking point. if there was indeed a default, severstal's off store assets -- offshore assets only met 15% of the unsecured debt outstanding, who is it really the best interest of foreign creditors to allow that company to go into depaul -- into default? probably not. so they could have agreed to give severstal more time to make that payment, but everyone is looking at this from a different perspective, and technically this is a credit event. kriti: today was kind of a moment momentous -- kind of a momentous occasion for the russian stock market. what can we expect from the russian stock market, short trading bans, etc.? damian: we are talking about a market where foreigners can't get their money out, s
