nbc bay area's scott budman joins us now. what did the mayor say? >> sam liccardo of san jose says progress was made to try and curb the number of untraceable guns that officers say they see at crime scenes called ghost guns because they have no serial numbers and they're assembled from kits. the new measures announced by the president would require commercial makers of the gun kits to be licensed and requires the individual parts that make up the guns to be classified as firearms under the law. sellers would have to be licensed as well and would have to run background checks on the buyers. >> we're seeing these proliferate in cities throughout the country, and the efforts that the president announced today will be really critical for cities like san jose that are working mightily to halt gun violence from these weapons. of course since they're untraceable, these guns are only used essentially to commit crimes. >> there are critics, including the nra, that say the crackdown will do nothing to take the guns out of the hands of criminals. mayor liccar

we begin with nbc bay area's alissa gord. you have video that walks us through how fast the baby was actually taken. >> reporter: yes, jessica. one of those surveillance videos that we got today actually came from an apartment window right behind me. in that video, you can see what appears to be the suspect with the baby exiting the apartment complex and then heading east along west elm street and then towards westheading street. a neighbor shared this surveillance video exclusively with us today. he lives in the same apartment complex baby brandon was kidnapped from monday. you can see what appears to be brandon's grandma moving the baby carrier out of a truck. then another woman who is believed to be a family friend that police believe conspired to kidnap brandon appears out of the truck. you can see her get out and start looking through the bed of the truck, moving things around. this is just before the baby was taken. in fact, a different neighbor's camera shows roughly two minutes later, you see a man walking off. police

nbc bay area's stephanie mayon is there. what we learned about this faith group they were a part of. >> right. this church behind me right here is what connects both the victims and the suspects. a lot of the church goers i spoke with say they were stunned to find out some members of their congregation were involved in this crime. but the owner of this property right here says this isn't the first time police come around asking questions about the church and its members. a decent and hardworking couple. that's how members of this unnamed apostolic church in san jose describe two of the original suspects in the kidnapping of 3-month-old brandon. a parishioner tells us yesenia guadalupe ramirez had at least three jobs cleaning offices, and the man they believe is her husband, who has now been released without charges, is a supervisor for a construction company. members of this church say the couple has a grown daughter and a granddaughter and would never have thought them capable of kidnapping a child. but the owner of this pr

nbc bay area's stephanie magallon joins us now. stephanie, police in this new case say adults told them they believe the young girl was possessed by demons? >> yes. so these documents right here outline an agonizing detail how a mother and members of her family gathered at this makeshift church and first prayed over her 3-year-old daughter that they believe was possessed by a demon. but then allegedly tried to physically rid her body of the possession. from outside it looks like thousands of homes in san jose, but court documents show inside of this house on south second street, something truly horrible happened last september. a child died, allegedly after hours of suffering at the hands of her mother. investigators say claudia hernandez told them she took the victim, her 3-year-old victim to the makeshift church because she was possessed by an evil spirit. the child's grandfather is the church pastor. and for the next seven hours, he, the child's mother and an uncle told police they tried to force that evil spirit out. >> it make

nbc bay area's scott budman joins us outside the courthouse. and boy, gut-wrenching to be in that courtroom. >> reporter: yeah, it's true, jessica. and it started with a quick hearing today to establish the charges, kidnapping, conspiracy, and child abduction. and then we heard from brandon's mother, who came to court today to face those accused of kidnapping her son. the mother of kidnapped baby brandon was in the courtroom as a woman she once called a family friend and a 28-year-old man were formally accused of kidnapping her son. 43-year-old yesenia ramirez and jose portillo sat quietly as the judge's orders were translated into spanish. brandon's mother said it was difficult to watch. she says "it's something i can't explain to you, something very difficult as a mother to see the person who took your baby and be able to contain yourself and not be able to do anything or say anything." court documents also revealed new information about the case. they claim evidence will show ramirez provided the vehicle portillo used to commit the kidnappin

in the last hour, our nbc bay area look at that. you can see a shell of a building is all that remains. crews still dousing hot spots with water and take a look at this. there's so much water, parts of the store and behind it are flooded right now. special hazmat teams are being brought in to help pump that water out so it doesn't run into nearby waterways. >> marianne favro is back out there today. what are firefighters saying right now? >> reporter: firefighters tell us it appear the fire started in the lumber section of the store. if you take a look here, you can see where this roof collapsed. right now firefighters are mopping up, and there is still a lot of smoke out here, and they continue to douse the building with water. this fire spread so quickly, it went to five alarms in just 30 minutes. firefighters say the store did have fire sprinklers and they appeared to work. but it is possible some may have been overwhelmed by the intense heat from the fire. since it was a saturday, the store was packed with customers. amazingly,

bay area. a local er technician is back home after a month of volunteering in ukraine. he spoke exclusively with "today in the bay's" ian cole about his experience and his message. >> an array of anything -- >> reporter: we spoke with clayton boyer at his boulder creek home hours after he flew back from the ukraine/poland border. he is an er technician at a hospital in san jose and when russia invaded ukraine he volunteered to go. >> to help, to make a difference, to try to be something bigger. >> reporter: and he did. boyer spent the last month using his medical skills to help in a polish hospital and a hospice center for children with ukrainian refugees. >> immediately i was assigned to 40 different ukrainian families, about 165 people, most of them children, to check on their daily medical needs. >> reporter: he said some of the families were scared and didn't trust anyone because of the russian propaganda shared to make them fearful of aid workers. >> they were very reluctant to ask for hel

you're watching nbc bay area news tonight. >>> welcome back to nbc bay area news tonight. she faked her own abduction, and today that northern california mother faced a judge for the first time after agreeing to a plea deal. chemicals captured sherri papini outside the courthouse in sacramento. yesterday she took a plea deal and issued an apology. now she's expected to plead guilty formally next week. in 2016, papini claimed she was kidnapped by two hispanic women who kept her chained in a closet and branded her. after 22 days, she was found injured and dazed. the fbi says papini was really staying with an ex-boyfriend down in southern california. last month, federal authorities arrested her. she now faces up to 20 years in prison and must pay $300,000 in restitution. >>> some other stories that we're watching tonight, a milestone moment in california. the state deciding on reparations for the descendants of enslaved people. the commission in charge of this project had its first in-person meeting today. it happened at the third baptist church in san francisco. california i
