illinois has red flag laws. what failed here? >> yeah. so this is where the term red flag is probably used too broadly. so i looked at the timeline and i think the biggest flaw is the father sponsoring a son who tried to kill him based on the september 2019 incident. the father sponsoring and alleging for the sanity of his son in december of 2019. that moment, it then becomes very difficult for law enforcement to step in in the absence of a criminal case of even a sort of formal investigation against the son. remember, when the police come in september of 2019 after this knife incident, it's directed, the violence is directed toward the family. the family then says, we're not pressing charges, no problem. the guns are ours, excuse me, the knives are ours, give them back. it's difficult. even good laws are limited because you have to have standards for them and they are not self-executing. so we have a case here where we might want to look at what happened with law enforcement, did they drop the ball, but i think the real focus is this is

i think what we know is that illinois has on the books a red flag law. it's a law that is not utilized very often. from what i understand there's one county that accounts for about 60% of all of the red flag laws ordered in the state. that means that it's an ineffective program. the bill we just passed through congress a week and a half ago appropriates a billion dollars to help states like illinois teach law enforcement, first responders how to use a red flag law well. and you have to wonder if everybody knew how to use illinois's red flag law, would that have used it in this case? it does appear there was enough information about the young man to cause a court to cause law enforcement to go in and take his guns away. there are other provisions that would have been impactful. a well run red flag law might have done the trick here. >> can you talk about a red flag law and what it would allow law enforcement to do in a situation? >> sure, every state's law is different. what it allows for is a court order to allow police to take weapons away including gun

i want to go live to the scene in highland park, illinois. police say this is still a very active situation. what is the latest they are saying about telling the community about what to know? >> reporter: it is active. updates have been coming in via phone and from law enforcement here on the scene throughout the day. let's start with the parade route, which is behind me. this is still an active crime scene. it's icy to notice there is an armed member of law enforcement here. folks have shown up to the scene trying to take some of the belongings they left behind but they are at this hour not able to do so. folks had live in the area here highland park are still be encouraged to shelter in place. as you mentioned, that suspect believed to be somewhere between the age of 18 and 20 is still considered armed and dangerous, this after that person investigators was on the top of a roof in this area shooting people, at least six people died, investigators say five of them, lives lost here along the parade route. another person died at the hospital.

the rifle was purchased in illinois. the information we have thus far is that it appears to have been purchased legally by crimo. during the attack, crimo was dressed in women's clothing. investigators believe he did this to conceal his facial tattoos and his identity and help him during the escape with the other people who were fleeing the chaos. during the attack, we believe crimo fired more than 70 rounds from the rifle into the crowd of innocent people. following the attack, crimo exited the roof. he dropped his rifle and he blended in with the crowd and he escaped. he walked to his mother's home, who lived in the area. he blended right in with everybody else as they were running around almost as he was an innocent spectator as well. he borrowed his mother's vehicle. we issued an alert yesterday afternoon. the chief provided the vehicle information and crimo's information. we are thankful an alert member of the community saw crimo's vehicle traveling southbound on route 41, dialed 911 and alerted north chicago police
