i'm here of course with kevin guthrie, florida division of emergency management director, jim eifert and am pleased to be joining our fema administrator deeann criswell. we appreciate fema's responsiveness so thank you very much and thank you for being here. you had people immediately descend onto the scene particularly in southwest florida . making sure people are okay, following up with calls and there's been really a herculean effort. there's also the assessment of what's been damaged that's going to impact the entire community and of course power is a big issue. there are people that are working i think lee and charlotte, you talk about 15 percent restored. there's going to be some that will require rebuild so the utilities down there were down there first thing. they're prepared to do it. the other issue is lee county . they had a water main break for their county waterutility . that means the county does not have water at this point and you need to be able to function in society. they've requested support from fema and then we fema was able to provide the army corps of engineer

guthrie: thank you. mr. speaker, i rise today in support of s. 958, the maximizing outcomes through better investments in life saving equipment or the mobile health care act. federally qualified health centers or f.q. -- fqhc's are an integral part of the rural health care system. they provide much-needed health care services to some of our most vulnerable populations, the uninsured, pregnant women, children and those suffering from homelessness, veterans, as well as medicare and medicaid beneficiaries. it can be difficult for patients to access care at fqhc's in rural and underserved areas due to transportation constraints. one way to help improve health care delivery is for hq -- fqhc tease meet patients where they are -- fqhc's to meet patients where they are. this will allow fqhc's to use their new access point grants to establish mobile health units while creating new brick and mortar sites and without authorizing any programs or funding. further it allows new applicants to use these grants to purchase

let's bring in one of the busiest guys in florida, ken guthrie -- kevin guthrie, director of the division of emergency management. what should our viewers know, folks in florida, be preparing for? >> will, rachel, pete, thanks for having us on the show morning, we really appreciate it. the things people should be looking for is, back to what rick said, not only is this going to impact the entire southeast, going to heavily impact florida all the way there from the keys up to the panhandle. i just remind people from hurricane irma, it hit southwest florida around naples, but we had massive flooding in downtown miami. so it's going to impact the entire state. we are super saturated from months of rain that have been going on here. we are going to have trees down all over the state. we're going to have local are oohized flooding all over the is state -- localized flooding. that's why we have all 67 counties ready for and preparing for a disaster under the state of emergency. rachel: kevin, so many people are new residents to florida because of the great leadership of governor ron desantis. h

she has been on the ground since before this storm hit working side-by-side with director guthrie. it is not just that. our regional office works with the state of florida and all states within region four throughout the year to make sure we're planning, coordinated and when we have an event like this we can assist and support the state with their needs. what we have done prior to landfall, as we did stage a lot of search and rescue resources to support the great efforts happening here in the state of florida. we have those resources available as the state needs it. we've also begun to move in food and water into those points of distribution to support what you just heard from director guthrie and the governor. what i want to say is we're here to support. fema is here to support these ongoing efforts right now to continue the life-saving missions that are still ongoing. but also to begin to support the recovery mission. as you heard the governor say, the president did declare a major disaster declaration for individual assistance as well as public assistance. public assistance will

i want to bring in kevin guthrie, the director of florida's division of emergency management. thank you so much for being with us. we won't take up too much of your time. given the predictions being made how much are you able to prepare when the potential landfall stretches all the way up from south florida to the panhandle? >> that is a challenge, no doubt about that. but we have an outstanding team here in florida. we do consider ourselves the tip of the spear, as one of the top three, four, five, emergency management agencies in the country. so what we're doing to compat that is we work with our partners at fema, the division of emergency management that we do house 1 million gallons of water, 2 million meals. so we already have that in our warehouse. we do have our agencies with fema that have millions of gallons of water and millions of food -- shelf stable meals ready to go. so we're prepare. the one thing that is a little bit of a moving target right now is where do we setup that staging area? so we -- that's a challenge right now. we're working through that. we've got
