cherri gregg, been bringing us updates, what can you tell us now? >> good morning, rahel, the medical unit is still on the scene, and those marine units are still busy working searching the river for the person or persons believed to have been inside of this silver buick rendezvous that was pulled from the delaware river, around 5:30 this morning, man, just spoke to police, just left the scene. he says, police told him, they believe it was his brother's vehicle that was located. captain says they got the call just before 3:00 a.m. this morning, two witnesses say they saw a vehicle speeding down oregon avenue vehicle crossed south columbus boulevard ripped through the gate here at the shipyard ren crashed into the delaware river. police and fire officials arrived and divers immediately began searching the water, and within minutes poppled silver suv severely damaged from the river, front bumper ripped off. the windshield smashed, three tires missing, the vehicle literally broke apart as rescuers pulled it from the water, which i understand is only 20

cherri gregg, good morning. >> reporter: good morning, rahel, erika. yes, as the sun begins to come up, you can see the renmant of yesterday's snowfall in the light of day. and there are mounds and mounds of snow all around. there is no place to put it. as you know, the city code requires that people sort of create a three footpath way in front of their homes, businesses have to do the same, and then the plows have been coming through the street, and so there is literally wedges on both sides of the cars out here. and so that's what people are waking up to. they have to get out their shovels, though plow, find themselves a way to get in their car, warm up their car, and clear it off. we have snow everywhere. in our parking lot here, because they've been trying to clear the snow here, there are several feet of snow that's piled up. so, nearly 2-foot snowfall is going to be around most of the day. folks have been advised that if you do come out, shovel, to do it in shift. you know, take a rest, get warm, come back out, because this could be several-hour

cherri gregg from sister station "kyw news radio" live at 30th street station, cherry, drivers still on the job this morning? >> reporter: good morning, rahel, yes, they are. they are still working, i saw uber x driver drop someone off little while ago. technically what the driver did is now illegal. as of october 1st, the ride sharing agreement expired. that's technically means that the ride share service like uber x and lyft are no longer permissible. the controversy, take a look at the video, stems from rogue operations and lyft put strain on heavily regulated tax industry, so just before the democratic national convention, they have an agreement with the philadelphia authority which allowed ride sharing services in philadelphia on temporary basis. in exchange, drivers had to pay attacks that would benefit city schools. that agreement, however, expired on september 30th. and as of yesterday, uber x and lyft drivers no longer have permission to drive in the city. at this point, uber still encouraging its drivers to continue to work, it is to has filed for an emergency extension, an
