diane mass is heed do i joins us now with those details. good morning, diane. >> minnesota and kansas are set to become the newest states to randomly drug test welfare recipients from receiving public assistance. it is part of a new law that requires the states of welfare recipients who have been convicted the counties are required to administer random drug tests to those recipients. those who test positive or don't comply will have their benefits reduced or taken away. to get benefits back recipients must receive drug treatment and jobs skill program paid for by the federal government. fail for a second time lose for a year and third failed drug test means you lose benefits permane permanently. at least nine states have welfare drug testing which supporters say prevents people from buying drugs from public money. the tests are a form of discrimination against the poor and they cost more money and time than they say. the testing will save the state about 700,000 dollars in well pair payments but will cost nearly a million dollars to impleme

diane macedo has the number for us. >> while the president's budget would mainly raise taxes on those earning 200,000 dollars or more a year a study finds that in 2015 under his budget nearly all taxpayers would be paying more taxes. according to that study 86 percent of the increases would come from people earning 200,000 a year due largely to scaling back tax breaks and disproportionate tax breaks and minimum level of taxation for people who earn 1 million or more a year. some earning between 100,000 and 200,000 a year would pay 150 more in taxes some earning less than 100,000 a year would pay up to 100 in additional taxes. that is due to doubling taxes of adjustments to the personal tax deduction and income threshold for different tax brackets. as for the high ir income earners he would have the average person earning 200,000 and 500,000 a year pay more than 2200 more a year while millionaires would pay more than 82,000 more on average. keep in mind those same people were already hit by an income tax increase at the beginning of the year. you can find that study on tax policy.org.

let's go with diane macedo with more. >> we hear a lot about needing to rebuild insfruk tour. what's this all about? >> they love to prom nis new roads and bridges and we love to drive on them. no one talks about how much it costs to maintain these projects. the answer is a lot of money and we don't have enough. take north carolina for example that state will have a short fall over the next 40 years which it only made worse by directing 3 billion if federal money to building more highways five times what it spent on repairs. california transportation officials estimate over the next decade they will need 70 billion for highway bridges and n maintenance about 52 billion more than what's available. texas they have built more highways anl bridges but next 20-years it will fall short of what it needs to keep that network in working condition. the congressional budget office estimates on the federal level the country needs 14 billion in additional funds each year to maintain highways and 50 billion more to improve them. we have gotten to the point where the government accountabilit

diane macedo joins us now with more on this story. >> we keep hearing about how the u.s. economy is in recovery but that isn't having much of an impact on food stamp enrollment. according to the department of agriculture enrollment in the supplemental assistance program first hit 47 million back in august of 2012. since then the markets are up the unemployment rate is down and yet the department's most recent figures show enrollment in august of 2013 actually climbed to nearly 48 million. that is way up from the less than 32 million people enrolled in the program when the president took office in january of 2009. that year people also started getting as much as 13.6 percent more in food stamps as part of the federal economic stimulus package. that increase expired last week which will save the government about $5 billion next year. we will see if that has any impact on the number of people enrolled in it the program. for now the current number means that nearly 1 out of every 7 americans left food stamps. >> thanks, diane. the time now is about 15 minutes until the top of

really diane? what's going on here? >> the treasury expects to pay down the next 35 billion in marketable debt for this year's second quarter marking the fist reduction in federal debt in 6 years. the payoff is a contrast to the estimation that they would have to borrow $103 billion in the second quarter and would end up with a cash balance of 30 billion even after the $35 billion payoff the government now says it will end up with a cash balance of $75 billion thanks to unexpectedly higher tax receipts and the government spending cuts. experts say we may have more time before the government reaches the $16.4 trillion borrowing limit. that said the budget reduction is said to be temporary as they still expect to borrow a net 223 billion the quarter starting july 1st and end that quarter with a cash balance of $80 billion. the quarterly refunding announcement may 1st when they announce their funding needs for the next two quarters. >>> diane macedo, thank you so much. what stories are making head lanes overseas. peru, a d

diane macedo has this story. >> despite the financial trouble michigan is contributing roughly $4 million to production of disney's oz the great and powerful thanks to an incentive program aimed at making michigan the hollywood of the midwest. according to the mackinac center the public policy in 2010 the program included a 42 percent refund of all in state movie production costs which lawmakers opened would persuade film studios to relocate to michigan and create long-term economic growth there. roughly $100 million budget that left the great and powerful left michigan taxpayers with a $39.7 million bill while disney went on to post a profit the michigan studio where the film was made missed 3 payments to investors which the state of michigan retirement system has to pay and the state is also on the hook for another 18 million if the michigan motion picture studio is unable to make payments to the bondholders. the fiscal agency for 2010 to 2011 even the most optimistic the subsidy costs michigan taxpayers $125 million and only returned $13.5 million of the money. the most surprising part

fox business network diane macedo has the story. >> hi patti ann. a new congressional report says taxpayers picked up the tab for 894 conferences in 2012 to the tune of $340 million and that only covers those conferences that cost at least 100,000 dollars. the total figure is likely higher. those in conjunction with the house over site and government freerm committee also shows some agencies are far more fond than their convictions than others. the labor department for example held four big ticket conferences last year keeping the bill under $1 million even the gsa would cut back held only 3. the defense department the biggest department in dc held nearly 300 conferences at a cost of $89 million. the department of veteran affairs held 127 at a cost of 72.7 million the justice department held 107 at a cost of 58.7 million and health of human services held 140 at a cost of $56.1 million. one example of what that money goes to? the va spent 52,000 dollars to produce a video parody of the movie patton. government cuts are expect to do kick in tomorrow.

diane macedo joins us now with more. gad morning diane. >> good morning. they are sit could require some costly changes for coal fire plants. the new rule requires all new plants limit emissions for carbon solutions for megawatt hour. the 2012 drafts which set the cap at #,000 pounds. it will kill jobs raise electricity costs and hurt the economy. coal is the largest source of u.s. electricity providing 37 percent of the total last year. but it also emits disproportional amount of greenhouse gas wormore than natl gas. it will have to utilize expensive car upon capture and seek station policy not only costs billions to install but has to be used in new jersey coal plant worldwide. it is not fair to require technology that hasn't proven itself either way this law is a ban on new coal plants. but this proposal is likely just a warm-up for more to come. president obama has directed epa to impose a cap on plants and finalize it by june 2014. like it or not more to come here. >> thanks so much. if your kids get rowdy in a restaurant should they be able to throw

fox business network diane macedo has the story. >> north carolina's house and human services committee voted to require criminal background checks for anyone seeking welfare and food stamps from the state but the legislation provides no funding for those checks. that's one of the issues here. federal law prohibits certain fugitives from receiving public benefits and the department of social services currently has the option of performing formal background checks but it can also take people at their word that they're not in trouble with the law. the bill's sponsors say that is not enough and also take issue with the d.s.s. not providing criminal information to the police. the bill aims to not only require background checks but the d.s.s. office would have to tell law enforcement agencies if the applicant is a fugitive or wanted on an outstanding warrant. the big question seems to be who will pay for these background checks and whether they'll apply to current recipients. according to the state department of health and human services there were nearly 822,000 people benefitting from food

for more let's turn to diane macedo from fox business network. good morning, diane. >> hi ainsley. the percentage of americans selling their food stamps back to storage for cash has increased by 30 percent over the past several years. that's according to a new agriculture study which compares the periods from 2006 to 2008 to 2009 and 2011. they did all of that through under cover investigations and research through electronic investigations. it is primarily due to the increase of small and medium size retarryls for the assistance program. the study found these stores accounted for about 15 percent of all redemptions but 85 percent of trafficking redemptions where stores buy food stamps often at a discount. overall 10.5 percent of authorized stores engaged in trafficking up from 8.2 percent in the previous review. the total amount has risen significantly. $858 million compared to the 330 million annually in a 2006 to 2008 period. on the upside the agriculture department says trafficking is still down compared to the 90s. they still have one of the lowest fraud rates of any federal p

diane macedo has more. >> new documents from the irs suggest the agency may be reading e-mails without obtaining a warrant. that's according to the civil liberties union through freedom of information request. the documents showed the irs said the 4th amendment does not protect e-mails because internet users do not have a reasonable expectation of privacy. the agency reiterated that in the 2010 presentation. keep in mind the electronic communications privacy act says e-mail open or stored on an e-mail provider server for more than 180 days can be obtained without a warrant. the 6th sir accoucircuit court appeals part that was unconstitutional and said the government must obtain a probable cause warrant before having providers turn over messages. the aclu says the irs doesn't seem to be following that decision. it only applys in the 6th circuit and wars against fighting cases intends to challenge the request only because there's a time in the ruling. that information in the e-mails would be stale. the irs manual continues to explain no warrant is required for e-mails restored for more t
