commissioner murphy: appreciate that. yes, the cash management and charts, how soon is that going to be implemented? it is down here at the bottom of page four. one of the major outcomes of the project is enabling [inaudible] transaction without leaving their desks, waiting to process the transaction. [inaudible] especially when the new project tracking system is implemented. persons will be mounted at each desk used in swiping checks and credit cards, and they can expect that the accuracy of the transactions will be [inaudible] revenues will be less [inaudible] how soon will that be implemented? >> we are working with the treasurer tax collector, and piggybacking on their rfp, which they have already issued. they have already negotiated their contract. the contract right now as of last week was sitting with the city attorney's office. once that is approved, we have already contacted the vendor, and they have said that they can do what we are asking them to do, but i do not have at this point in time a definitive calendar

president murphy: thank you. next speaker, please. >> my name is tom. i'm with the housing rights committee of san francisco. i will try not to be repetitive. maybe some things are worth repeating. i would like to sor second to before collaborative said. their recommendations are excellent. we see the same types of situations. landlords do not respond. tenants are asked to do things that violate their civil rights. i would also like to repeat what someone said about alternative treatments. we see a lot of people with asthma and other types of diseases. these chemicals are extremely toxic. there are some alternatives. i think there's more work that could go into that. those things are of a horribly affected with bedbugs. in terms of the numbers people are siding, i would say those are very underestimated. those are the tip of the iceberg. a lot of people do not report bedbugs. a lot of tenants just leave their rooms. what we're looking at is an epidemic where we do not have any good idea of how many cases we are d

commissioner murphy: a great idea. commissioner walker: i think we have to figure out what we can do. we can be less restrictive locally -- more restrictive, no? >> you cannot be less restrictive. in these time frames, the state is responsible. we are less restrictive than the state. the state is 180 days with 1- 180-day extension, period, no matter what size the project. as commissioner murphy said, three years ago, we did change the code so that we extend it automatically for 360 days, where it was 180 days, 180 days, and then you had to go to the director. right now, we are extending it for 360 days. the second extension is almost automatic. you do not have to go to the director. we talked about that here in this commission, that we would be lenient on the cancellation dates of any project and not just cancel permits. commissioner murphy: these extensions are not cheap. 4%, 5%. commissioner walker: i understand that. the goal, we want policies that encourage the project to happen as well. using the leniency as an in

>commissioner murphy: commissioner walker? commissioner walker: i missed it if you explained it, but what was the 24% decrease in interest reflect? >> this is the deal. we know we have been building the budget with a higher interest-rate. based on the question that have come out here, we decided that we would ratchet it down foto where we have been for the last six years so we are not overly optimistic in the interim. i think you would be a millionaire if you knew what the interest rate would be. we just wanted to make it more realistic. commissioner walker: and what is that interest on? >> various fund balances that we have, a deferred fund credit, operating balance, our temporary fund. even our projects. the money that we've put away in the project fund that we take out of our operating funds, we receive interest on those funds. commissioner walker: do we determine where that is put? is that a city decision? >> it comes to the department. commissioner walker: i understand that, but who makes the decision on where we put that

president hechanova: commissioner murphy. commissioner murphy: yes. tony, hopefully we never see an earthquake in our time, but let's assume we do have an earthquake, what's our cooperation with planning as far as, you know, a proven project to get rebuilt? have we any communication with them on this? >> in our plan there is a segment that deals with recovery, essentially, and that's essential element in terms of picking things back up after any kind of event. there aren't really specific details and that's one of the things that the department of emergency management is urging all city departments, look at your plan and clarify, fill any gray areas and get some details on how you can have little addendums and subsections to deal with that particular issue. we as the d.o.c., we have a building safety team that will deal with permits and rapid permitting in that process, so through that we will communicate with planning and identify those planning personnel that will assist us. commissioner murphy: have you guys sat down with anyone at planning at this
