the best way forward in syria. general keane. what do you think of the president's plan as he laid it out? short-term, limited, basically focused on attacking assad's chemical weapons capability. >> first of all, i don't like the fact we have given the enemy so much time to harbor resources. i think this action should have been over by now. secondly, i did support the limited action. if the objective is to reduce significant military capability and i was suggesting that assad would never use chemical weapons and have to give up his air power. that is within the means of the instruments that we're doing. shut down his air support and structure. that is still obtainable to a certain degree. we're going to have to work very hard, i believe, to make this strike very effective. i think it should be tied to something strategic in terms of moving the advantage to the opposition forces and not just a punitive measure. it should be coupled with military aid to the rebel forces. the moderate forces leading the attack and the jihad forces.

is preparing to make its case to congress for limited strikes on syria. this as we learn more details about a classified briefing that will be held in a few hours for members of the house. lawmakers at that briefing are expected to get the latest details on the syrian civil war and the apparent chemical weapons attacks including the very evidence the white house says proves it was the assad regime that launched the heart less chemical attack in the suburbs of damascus. welcome to a brand-new hour of america's news headquarters. >> it is great to have you here. busy morning as business leaders plan to hold the vote on authorizing military force soon after lawmakers return. they are still on summer recess until september 9th. there are washington heavyweights who are getting on the record early on this. peter doocy is joining us live on capitol hill for the latest from there. peter? >> that's right, jaime. president obama announced yesterday the united states needs to use military force against syria for moral reasons and also for national security reasons

r o what do you think should be the long-term goal with respect to syria? >> sometimes we wish when we disengage from a country that the good guys will fill the vacuum but our experience during the obama time in office we don't have a serious strategy at all and russia and iran now even turkey and syria if they can fill the vacuum i don't see a future for syria with a side in place but we can have united states occupation to assist me do this in many different countries and we are doing it right now successfully but i'll see any way for the united states to do it ourselves. i don't think our country once it. the military cannot afford it but not just the cost of money but also life and limb. as far as the next level, nobody canti articulate who will replace assad so russia and iran and assad have a portion ofof syria and we are just trying to do our part to wipe isis off the map but we need to talk to russia specifically in turkey to develop a strategy even looking at russia as an adversary they meddle in syria we have been debating how they were meddling w

isis, destroying isis in syria. this was a separate issue that arose in the midst of that campaign. the use by the assad regime of chemical weapons and we addressed that. the rest of the campaign stays on track before assad's violation. >> do you plan on having safe zones or no fly zones? >> the other issues are among consideration from allies and certainly the president has options, but right now the purpose of this attack was singular, against the chemical weapons use. >> bob, i'm not going to particularly comment on anything we might do in the future here. i remain engaged with the department here on the way forward. we'll let the leadership make the decisions here and we act accordingly. >> barbara? >> mr. secretary, you said that assad should think long and hard about doing this again. it seems like you're sending him a direct military message. do you feel -- why do you feel -- what message are you sending? why do you feel he close to do this not until the trump administration took office? did he read the signa

troops in syria, u.s. troops in neighboring iraq, a lot of targets, if they decide they want to try to retaliate, israel is also always a possible target. what we're looking for in the next 24, 48, 72 hours is does the assad and their supporters retaliate against these tomahawk air strikes? >> what does this mean for isis? are they going to take advantage of the situation? >> one thing that should be pointed out is this is an area where isis was in fact operatin operating. the u.s. mission, u.s. operations in syria have targeted isis with some help from russia, not a lot but they have all been targeting isis here in the last few months or so jointly. of course the u.s. coalition there for the last year or two. what does this do to isis? the syrians were making the argument that this hurts their ability to tackle groups like isis and other terrorist groups as well. whether or not they were really focusing on them is debatable, what they've seen for the most part, the regime is focusing on the rebel groups t

military strike against syria. in the last few moments, an interesting development one ever president's key allies, british prime minister david cameron went before his parliament. he was saying directly in his words, no smoking piece of evidence to prove the syrian government was hyped this chemical attack. he said in the end it will be a judgment call for the u.s., u.k., and others whether to move forward with a military strike. he also suggested as you did a moment ago, this could take a few more days because david cameron was talking about some more delays. take a listen. >> it is this house that will decide what steps we next take, if you agree to the motion i have set down, no action can be taken until we have heard from the u.n. weapons inspectors, until there's been further action at the united nations, and another vote in this house. >> reporter: so if you go through all of that, the u.n. inspectors are not expected to leave syria until at least saturday. david cameron laying out other conditions best u.n.

we kicked isis' ass out of syria, but the war in syria has been won by syria. the context is interesting. as good an operation as it was, it's going to have an effect of stopping chemical attacks. neil: the president seemed to telegraph as much last week before when he hinted just get out of syria. what do you make of that and what our position should be now going forward, especially after in? >> again, in context, as you know, we helped start this thing during the last administration. with the saudis, intel stuff, we began to try to get assad out of there and it went upsidedown on us, and everybody else fast. this is now, has been won by russia and iran and syria. the russians got a port that they've always wanted. iran's got influence. this is a bad situation, we cannot get back in the middle of because again, 17 years of war, we're still in. we cannot get into this one. neil: you know, colonel, and the perspective from a soldier here, and you see politicians or ambassadors gathering, again, with the best of intentions, we can assume, to keep the world at pea

syria. the president said he is not going to persuade the assad regime but he is aiding abaghda. rouhani is playing him like a violin o violin on isis and the nuclear program. >> we have already given him a great number of concessions during the 2012 campaign. rouhani goes on to blame the middle east terrorism saying our blunders in the region created a haven for extremists. >> rouhani is sounding a familiar line on iran and other similar regimes in the region. it is something i believe president obama himself believes in. obama said in the state of the union message in january that the long-term deployment of american troops helped contribute to extremism which is the word he refers to use instead of terrorism. rouhani now is in effect reminding obama what he himself believes as do many in ak dem y -- academia on the left. we are the trouble makers and the cause of radical islam. if we defer to regional powers conveniently like iran how much better would things be says rouhani. >> how close
