Glycidyl azide polymer (GAP) is under investigation as an energetic binder for several military applications. Hydroxy terminated GAP, where two, three, or four end groups per molecule are present has been studied for use in urethane cured formulations. A key to understanding the cure behavior in these systems is an accurate measure of hydroxy equivalent weight. NMR investigations of equivalent weights have been undertaken in our laboratory and we will briefly describe the results for several...

A tunable erbium doped fiber ring laser, pumped with a 980 nm diode laser was constructed. Output power as a function of pump power and output wavelength for a given fiber length was measured. Spectral and temporal analysis of the signal showed mode-locked pulses of short duration and broad frequency content, as well as a CW component confined to a relatively narrow optical frequency range. The mechanisms for this type of mode-locking are discussed as well as the limitations placed on the...

The U.S. Navy and U.S. Army together own over 5700 miles of railroad track that are vital to the mobilization and operational needs of the Department of Defense. Civilian local railroad companies control another 19,000 miles. Track managers need a method to assess current track conditions, predict future track conditions, establish track deterioration rates, formulate budgets, and determine and prioritize renewal projects. In response to this need, the U.S. Army Construction Engineering...

A readiness-based sparing (RBS) model for the repair and replenishment of repairable items is needed by the Navy which considers the aggregate inventory of repaired units and new ones. This thesis presents progress in the development of such a model. In contrast to other such current repairables models in the literature, it also allows for both batch repair and procurement. A theoretical model had been developed earlier at the Naval Postgraduate School for the probability distribution of...

The source selection process within the Department of Defense is one of the most time consuming activities for acquisition personnel. A source selection team typically consists of a technical team, management team and cost team. Team members are tasked with evaluating the competing contractor's proposals in their area of expertise (i.e. technical, management or cost). Currently the evaluation method for competitions is to select one contractor for award on the basis of which proposal represents...

We have written DosFs, a new file system for UNIX that uses MS-DOS data structures for permanent storage. DosFs can be used anywhere a traditional UNIX file system can be used, and it can mount disks written by MS-DOS as regular UNIX partitions. DosFs can be used as the root partition, and exported by an NFS server. Our motivation for this work was efficient disk space utilization; DosFs provides from 10% to 13% better disk utilization than the 4.3 BSD Fast File System (FFS). In addition, we...

This thesis presents a new technique for loop pipelining of perfectly-nested for-loop structures which is designed to optimize loop execution on VLIW machines. Previously implemented loop pipelining techniques provide limited performance because they explicitly include the constraints imposed by a loop's cyclic dependences in their loop pipelining process. Some loop pipelining techniques have also ignored the realistic constraint of finite resource availability in the creation of final...

Power loss in spacecraft solar cells due to radiation damage was investigated. The mechanisms behind the degradation and based on deep-level defects in the crystalline lattice structure of the solar cell. Through a process known as Deep Transient Spectroscopy (DLTS), a correlation can be made between damage/recovery and trap energy of the cell. Gallium (GaAs/Ge) and Indium Phosphide (InP) solar cells were subjected to 1 MeV electron irradiation, to fluences of 1E16 electrons/sq cm. Attempts at...

In 1990, the National Assessment of Educational Progress (NAEP) included a Trial State Assessment (TSA); for the first time in NAEP's history, voluntary state-by-state assessments were made. In 1992, the NAEP Program included an expanded TSA in fourth-grade reading. The 1992 reading assessment considered students' performance in situations that involved reading different kinds of materials for different purposes. The fourth-grade assessment measured two global purposes for reading--reading for...

The low cost and availability of clusters of workstations have lead researchers to re-explore distributed computing using independent workstations. This approach may provide better cost/performance than tightly coupled multiprocessors. In practice, this approach often utilizes wasted cycles to run parallel jobs. The feasibility of such a non-dedicated parallel processing environment assuming workstation processes have preemptive priority over parallel tasks is addressed. An analytical model is...

Climate forcings and feedbacks vary over a wide range of time and space scales. The operation of non-linear feedbacks can couple variations at widely separated time and space scales and cause climatological phenomena to be intermittent. Consequently, monitoring of global, decadal changes in climate requires global observations that cover the whole range of space-time scales and are continuous over several decades. The sampling of smaller space-time scales must have sufficient statistical...

The spectral irradiances of JP-4 pan fires and a multitude of lamps, hot bodies, and other of radiation stimuli that an optical detector may be exposed to in any type of aircraft shelter, hanger, facility, or ground location, were determined. In this thesis, the dynamic role of bottom topography in a Beta-plane channel is systematically studied in both linear homogeneous and stratified layer models in the presence of either wind stress or buoyancy forcing. In these studies, the structure of the geostrophic contour plays a fundamental role, and the role of bottom topography is looked at from two different angles. It is shown that blocking all the geostrophic contours leads to two different physical processes in which bottom...

Nonequilibrium carrier distributions in microcavity lasers are computed by solution of a quantum Boltzmann equation that includes carrier- carrier-phonon, and carrier-photon scattering as well as the pump process. A significant heating of the carrier plasma is observed as a consequence of the Pauli blocking of carrier injection and the removal of cold carriers through the process of stimulated recombination.

During the Perth meeting of the Australian Education Council (AEC) on July 1-2, 1993, policy making power shifted from the AEC to the states and from Labor to non-Labor ministers. Labor ministerial power directed public education through much of the 1980s, when the rhetoric of national partnership was all-pervasive. At the July conference, the non-Labor State Ministers of Education ambushed the AEC policy processes and reasserted their constitutional rights. A balkanization of powers occurred...

A mathematical model of solidification, that simulates the formation of channel segregates or freckles, is presented. The model simulates the entire solidification process, starting with the initial melt to the solidified cast, and the resulting segregation is predicted. Emphasis is given to the initial transient, when the dendritic zone begins to develop and the conditions for the possible nucleation of channels are established. The mechanisms that lead to the creation and eventual growth or...

The Tropical Rainfall Measuring Mission (TRMM) concept originated in 1984. Its overall goal is to produce datasets that can be used in the improvement of general circulation models. We introduce an algorithm for path planning (long duration) paths of dynamical systems, given a persistent object store containing suitable collections of short duration trajectory segments. We also describe experimental results from a proof-of-concept implementation of the algorithm. The basic idea is to interpret a path planning algorithm as a suitable query on a persistent object store consisting of short duration trajectory segments. The query returns a concatenation of short duration...

Because of its large variety of aspects, the symbiotic phenomenon is not very suitable for a statistical treatment. It is also not clear whether symbiotic stars really represent a homogeneous group of astrophysical objects or a collection of objects of different natures but showing similar phenomena. A class of approximations (S(sub N,M)) to a periodic function f which uses the ideas of Pade, or rational function, approximations based on the Fourier series representation of f, rather than on the Taylor series representation of f, is introduced and studied. The coefficients in these polynomials are determined by requiring that an appropriate number of the...
