The school enrollment statistics reported in this publication are based on the Current Population Survey conducted in October 1973 by the Bureau of the Census. Although this report features the school enrollment of persons 3-34 years of age, 787,000 additional persons 35 and over are reported as enrolled in college. Two tables provide information on the school enrollment status of the population 3-34 years of age by level of school, age, and race for October 1964 to October 1973; and by age,...

A NEW PROCEDURE FOR DETERMINING THE GELATION AND STABILITY PROPERTIES OF PLASTICIZERS, UNDER CONDITIONS APPROXIMATING REAL PROCESSING CONDITIONS, IS DESCRIBED. THE BRABENDER PLASTOGRAPH WAS USED TO ESTIMATE THE GELATION BEHAVIOR OF SEVERAL PLASTICIZED PVC MIXTURES. A CHARACTERISTIC CURVE FOR THE BONDING DUE TO THE VISCOSITY OF THE MELTED MATERIAL AS A FUNCTION OF THE TIME IS GIVEN FOR A PLASTICIZED PVC MIXTURE. THE EFFECT OF VARIOUS FACTORS UPON THE GELATION PROPERTIES OF PVC PLASTICIZER...

An analytical pilot-vehicle study was made to determine the performance criteria for the space shuttle vehicle. Specifications for the flying qualities of piloted aircraft were used for appropriate portions of the space shuttle mission. The handling qualities during the terminal phases of the space shuttle flight were simulated to develop the necessary criteria. Additional criteria required for conditions during the unpowered approach and landing trajectory portion of the flight are explained.

The annual report (1972-73) of the Nevada Department of Education on the American Indian education program is concerned with the allocation of the Johnson O'Malley (JOM) Act funds, which enables the Bureau of Indian Affairs to contract with states and local school districts for the education of Indian children. At present, the JOM funds in the state are used exclusively to support school lunch and special programs. Four basic objectives, such as ensuring that the state allots to schools...

When effects of Proposition 13 are taken as a whole, the amendment will have an insignificant overall effect on the nation's economy. The property tax cut will stimulate consumer spending somewhat and lead to a lower price level because property taxes are a part of the housing component of the consumer price index (CPI). These economic stimulants, however, will be balanced by necessary cutbacks in state and local spending that should depress the economy. More precisely, Proposition 13 will...

In this document, the author identifies the principal issues in school finance that need to be confronted and resolved. The text proposes no answers; but, rather, stimulates broad discussion and understanding of the issues as a first step toward consensus on an appropriate federal role. The author examines traditional sources of school funds and considers recent court decisions on educational finance. Most of the presentation focuses on the issues raised by such educational finance goals as...

Flow angularity and static pressure measurements have been made on the lower surface of nine forebody models that simulate the bottom forward surface of a hypersonic aircraft. Measurements were made in an area of the forebody that represents the location of an inlet of a scramjet engine. A parametric variation of the forebody surface investigated the effect of: (1) spanwise curvature; (2) longitudinal curvature; and (3) planform shape on both flow angularity and static pressure distribution....

Functions for the representation of the thermodynamic properties of nonideal solutions were applied to the experimental data for several highly nonideal solutions. The test solutions were selected to cover both electrolyte behavior. The results imply that the functions are fully capable of representing the experimental data within their accuracy over the whole composition range and demonstrate that many nonideal solutions can be regarded as members of the defined class of nonideal solutions.

The interest in developmental sequences and learning hierarchies is growing. One approach to the study of such sequences is to gather data on several variables, each of which corresponds to a stage, step, or phase in the sequence and to examine the associations between the variables as displayed in a contingency table. If the variables are associated in ways predicted by the hypothesized sequence, then the data lend support to the sequence. Goodman's loglinear model for developmental or...

Preliminary mission studies for human exploration of Mars have been performed at Marshall Space Flight Center (MSFC). These studies indicate that for chemical rockets only a cryogenic propulsion system would provide high enough performance to be considered for a Mars ascent vehicle. Although the mission is possible with Earth-supplied propellants for this vehicle, utilization of in-situ propellants is highly attractive. This option would significantly reduce the overall mass of launch vehicles....
