The purpose of this thesis was to present the procedure and techniques used to select the fourth annual recipient of the Rear Admiral John J. Shieffelin Award for Excellence in Teaching. The data and results were analyzed and compared with the results from the previous year. Findings indicate that the best teacher in each of the eleven academic departments is being selected but that distribution of the eleven within the top twenty positions occurs randomly. Recommendations were made for changes...

The several components of this package on the evaluation of teachers and educational programs are designed to help affiliates deal constructively with the subject. The issue of evaluation continues to intensify as state legislatures increasingly mandate that evaluation systems be imposed throughout the state to measure the performance of teachers and other professionals in education. The emerging evaluation systems, in essence, hold teachers accountable for some predetermined standards, such as...

Two major functions of teacher evaluation documentation are to serve to help rationalize the process it documents, and to serve an evidential role, justifying decisions concerning personnel, policy decisions, etc. In sum, teacher evaluation documents provide access to teacher evaluation practice, the notion of teacher competency behind it, and some effects of the institutional and bureaucratic context in which teacher evaluation takes place. The materials for this analysis comprise separate...

Brigham Young University's Concept Teaching Evaluation Form can be used by the teacher himself, a supervising teacher, and a peer group in a special time allotment for evaluating microteaching sessions. The form checks the presence of standards of teacher behaviors which promote student learning: that the specific concept taught is obvious and matches that learned by the students; that an example of the concept is given; that higher cognitive thinking is induced in the students and associated...

Many Philippine schools overseas encounter unyielding challenges, with the irresistible majority of teachers getting outstanding ratings, making it challenging to classify which teachers are genuinely exceptional. In specific instances, the evaluation of teachers’ classroom performance validates the organizational policies of classroom management. Otherwise, the effect of poor classroom performance is immense, predominantly on the part of students. It is because of this motivation that the...

This article examines why teachers should be evaluated, how teacher evaluation is perceived, and how teacher evaluation can be approached, focusing on the improvement of teacher competency rather than defining a teacher as "good" or "bad." Since the primary professional activity of a teacher is teaching, the major concern of teacher evaluation is the effectiveness of student learning experiences and the promotion of the professional growth of teachers. The first step in an...

How do the six southeastern states incorporate student achievement as a component of their teacher evaluation system (or do they)? Each state uses student achievement as a component of their teacher evaluation. However, the extent to which it is expressed directly or implied in evaluation components varies from state to state. In Alabama, student achievement scores are not used directly to evaluate teacher effectiveness, but the data are used to develop professional development plans. Once...

Improvement of the student learning experience necessitates teacher evaluation. Evaluation optimally is an on-going process, involving the teacher as an active participant and decision-maker. Information is gathered and compared with pre-established criteria, resulting in decisions to modify techniques as necessary. Evaluative criteria are established precisely and jointly by both teacher and evaluator, usually concerning a few major objectives. The question of who will evaluate becomes less...

Evaluation is a continuous process interwoven into the entire students teaching experience. Preplanning the evaluation process is therefore very important. Without continuous planned evaluation from the co-operating teacher, the value of student teaching is greatly reduced. One of the main purposes of the student teaching experience is to allow the co-operating teacher to share his/her experience and to guide student teachers in evaluating their own progress. Cooperating teachers are key...

This newsletter briefly describes the philosophy and work of project KULT-A, the evaluation of teacher service in Sweden; the latter is a follow-up to project KUL-A, evaluation of teacher training. The project's approach is reported as an effort to find which factors will in a specific context cause a teacher to feel more satisfied with his work. It is also indicated that a possible consideration of the project is the abolition of marks for teaching ability. (Related document is SP 006 617.)...

This report provides guidance on conducting tenure evaluations that are thoughtful and just. Practical suggestions for the tenure evaluation process fall into four themes. The first is that of the need for clarity in standards and procedures for evaluation. Institutions should ensure that their stated criteria for tenure match the criteria that, in actual practice, the institutions apply. A second major theme is that tenure decisions must be consistent over time among candidates with different...

As student evaluations become more commonplace and increasingly influential in assessing teaching, it becomes important to gain skill in interpreting such data. To determine the effect of class hour (one potentially contaminating variable) on students' ratings, an analysis was made of ratings given the same instructor on the same course in the same quarter by students enrolled in different sections. Not only did the statistic used reveal a significant difference from one class hour to another;...

This review of documents on junior college teacher evaluation is concerned with guidelines and principles for evaluation, criteria for judging instructor effectiveness, selection of suitable evaluators, and the administration of effective methods of evaluation. The third technique, basing evaluation on student...

A review of the literature reveals that although effective personnel evaluation is critical to the improvement of educational institutions, productive evaluation policies and procedures are rarely used currently. The low quality of many of the procedures now used is a major reason why efforts to base employment and salary decisions on evaluations are resisted by the personnel to be evaluated. Programs designed to increase teachers' accountability could impair educational improvement if sound...

This study investigated the assumption that teachers who have been community college students are more effective as teachers at the community college level than are teachers who have never attended a community college. No significant relationship was found between instructor success as measured by the level of student retention in English composition classes and past instructor experience as a community college student. Limitations of the study were that retention was observed for only 8 weeks,...

The development of a rationale and of a tentative set of guidelines for evaluating community junior college instruction is the focus of this report. Initially discussed is the range of purposes for which instructor evaluation might be undertaken, including promotion, tenure, and improvement of instruction. The choice of evaluators is then discussed, and students, academic administrators, and colleagues are considered. Next, student and instructor performance are investigated as criteria for...

If institutions of higher education are serious about encouraging excellence in teaching, then they must be prepared to reward such excellence in a manner similar to that for excellence in scholarly achievement. The first step to achieve this goal would be to establish a standard system of evaluating instructional effectiveness that would have as its two major outcomes (a) reward for success and (b) guidance for improvement. Evaluation of student attitudes about instructors and instruction is...

Many teachers view "teacher evaluation" or "teacher appraisal" as a means of effecting bureaucratic organisational change in schools. Four statements formulated after an extensive literature review on student ratings of instruction are proposed: (1) we must remember the basic definition of validity, (2) we must clarify what it is that a particular teacher is trying to do or proposes to do in a given classroom, (3) we must be clear about defining what we want to obtain from student ratings, and (4) we must make a greater effort to measure student performance as a result of or in spite of what the teacher intended to do and...

"Teacher evaluation," a perennial educational red herring, is not a valid means of significantly improving educational quality. Raising the level of teaching performance nationwide will first require (1) a doubling of labor costs to establish a manageable maximum class size and to reduce teaching hours so that teachers have the time and energy to be true professionals, and (2) a raising of entry standards through an improved process of teacher selection and certification which should...

If education is meant to change students' attitudes and actions, good teaching must be defined to achieve this goal and to improve instruction. Evaluation allows the teacher to identify his goals with those of the institution and to know the status of his skills, attitudes, and knowledge in relation to it. Sound evaluation makes goal achievement more effective by identifying strengths to be reinforced and weaknesses to be corrected. The literature covers various ways to observe and assess...
