This program was recorded by Chicago Access Network Television (CAN TV).

The Immigration Control and Reform Act of 1986 (IRCA) gives undocumented aliens a chance to be granted legal immigration status. This document is the third quarter assessment of the Act, which ends its application period on May 4, 1988. The overall finding is that the legalization program requires major policy intervention before it is over or the chance to bring order to the immigration structure will be lost. More specific findings and recommendations include the following: (1) the public...

The Immigrant Reform and Control Act (IRCA) of 1986 provided a one-time opportunity for people who had been living in the United States illegally to obtain legal resident status and eventually qualify for citizenship. In order to go from temporary to permanent status, applicants were now required to demonstrate a minimal understanding of English and U.S. History or to pursue a course of study to that effect. This report provides an updated demographic and educational profile of the California...

As of 2015, eighteen states in the nation had enacted tuition equity laws granting resident tuition rates to qualifying undocumented students. The state of Texas was the pioneer of this movement, approving House Bill 1403 in July of 2001. The initiative came to be known as the 'Texas Dream Act' (TDA). It granted a large reduction in the cost of college attendance for undocumented students, moving them from out-of-state to in-state status in terms of tuition and fees. The complex institutional...

Rural Mexico's economy currently relies heavily on illegal migrants to the United States. Severing the link between rural Mexican households and U.S. labor markets would require restructuring not only affecting U.S. industries, which are the focus of federal immigration reform, but also migrant-sending economies in Mexico. If effectively enforced, immigration reforms in the United States also will have an impact on Mexico's urban labor markets, to which many Mexico-U.S. migrants would turn for...

This testimony summarizes in four propositions results from a review of recent estimates of the net federal, state, or local costs of immigration and is designed to explore why these cost estimates vary so widely and how to develop more credible cost estimates. Second, that there is no agreement and no reliable estimate of the size of...

Statistics and estimates are provided for both legal and illegal immigrants, and the positive and negative effects of population growth and decline are explored. ERIC ED607225: Unauthorized Alien Students: Issues and "DREAM Act" Legislation. CRS Report RL33863, Version 32. Updated Immigration reform has been hotly debated in recent years. Broadly construed, it encompasses a range of issues, including the highly controversial question of legalizing large numbers of unauthorized immigrants in the United States. A historically less controversial, more targeted legalization proposal has been included in "DREAM Act" legislation, which seeks to enable certain unauthorized aliens who entered the United States as children to obtain legal immigration status. The name DREAM Act derives from the bill title, Development, Relief, and Education for Alien Minors Act, but it refers more broadly to a class of measures to provide immigration relief to unauthorized students, whether or not particular bills carry that name. Multiple DREAM Act bills have been introduced in recent Congresses to address the unauthorized student population. Most have proposed a two-prong approach of repealing the 1996 provision and enabling some unauthorized alien students to become U.S. lawful permanent residents (LPRs) through an immigration procedure known as cancellation of removal. While there are other options for dealing with this population, this report deals exclusively with the DREAM Act approach in light of the considerable congressional interest in it. This report discusses legislation in the 111th, 112th, and 113th Congresses.
