Polybenzoxazole fibers (PBO, commercially trademarked as Zylon) were once used as an alternative to ultra-high molecular weight polyethylene (UHMWPE) fibers in body armor systems. PBO fibers exhibit a high Young’s modulus, excellent thermal stability, and tensile strength (nearly twice that of Kevlar), but the physical properties severely degrade when exposed to water. Hydrophobic polymer coatings were applied to PBO fibers and studied for moisture resistance, coating durability, and...

Test and evaluation (T and E) managers often control testing via heuristics (i.e., using experience and lessons learned from previous testing to modify existing range control procedures). An exclusively heuristic approach may prove difficult in predicting test control issues with new systems. Given this limitation, this thesis poses the following question: Can formally modeling the process of conducting test range events expose previously overlooked ambiguities and identify high-value decision...

This report provides a method of evaluating the endurance of tracked and wheeled vehicles. It prescribes mileage or hours of operation over standard test courses, including land and water, for the various types of vehicles, interspersed with vehicle mission tests. It also covers loads, towed loads, speeds, maintenance, and inspections and use of the tachograph for recording speed, mileage, and operating time, and applies to all types of vehicles except materials handling equipment.

In the OSD Study of Program Manager Training and Experience, program managers gave high marks to their acquisition training concerning Contracting Challenges. But, personal one-on-one interviews with Program Executive Officers and Program Managers caveated that by indicating that they were concerned about how to communicate, and get along with, their contracting officers (KOs). No surprise there. How do we go about achieving that?

Virtualization is the use of a software application to emulate the physical performance of a computer, including the Central Processing Unit (CPU), storage, network device, Random Access Memory (RAM), and Operating System (OS) through executable data files. The virtualization software application allows for multiple virtual machines to exist on a single set of physical hardware. This technology can increase the flexibility of the hardware while reducing hardware configuration time....

The behaviour of a SiC-fibre-reinforced composite with a graded matrix was investigated in an arc jet facility. The graded matrix was comprised of several layers of silicon carbide that transition to a mixed SiC-HfB2 top layer and was sealed with an HfB2-SiC coating. Samples were exposed to maximum specific total enthalpy hypersonic flow between 14 and 17 MJ kg-1 under stagnation pressures between 2700 and 3050 Pa for hold times of between 137 and 395 s. The resulting sample surface...

The autonomous Aerosonde is being developed to provide a flexible and low cost observing platform for a wide variety of needs, most notably in the field of meteorology. The approach taken during the development program has been to combine engineering development with extensive field testing which has included participation in a number of international field programs. By adopting this approach, it is hoped that the end result will be a product that is finely tuned to the needs of the end-user.

Previous studies have demonstrated that the aircraft carrier environment in the western Pacific Ocean is far more severe than other marine or industrial environments. Laboratory accelerated tests do not necessarily reproduce the real time corrosion behavior of materials on board an aircraft carrier on deployment. A force and pressure test was conducted in May 1992 (at the National Aerospace Laboratory NLR, The Netherlands) on a simple straked wing with the objective to extend the understanding of flow fields at low speed and high incidence obtained in earlier tests, up to transonic speeds also at high incidences. A flow visualization test was then conducted with the same simple straked wing modes in August 1996 for the purpose of obtaining flow-visualization data to complement the pressure and force...

Having a narrow tibia relative to body mass has been shown to be a major predictor of stress fracture risk and fragility. The reason for this phenomenon is not understood. Based on studies of genetically distinct inbred mouse strains, we found a reciprocal relationship between bone mass and bone quality, such that slender bones are associated with more damageable bone tissue. We postulate that a similar reciprocal relationship between bone mass and bone material properties exists in the human...

Multiple Model Adaptive Estimation (MMAE) is a Bayesian technique that applies a bank of Kalman filters to predict future observations. Each Kalman filter is based on a different set of parameters and hence produces different residuals. The likelihood of each Kalman filter's prediction is determined by a magnitude of the residuals. Since some researchers have obtained good forecasts using a single Kalman filter, we tested MMAE's ability to make time series predictions. Our Kalman filters have a...

A state-of-the-art review was conducted to determine existing test methods for characterizing the shape, angularity, and surface texture of coarse aggregates. The review found direct methods used by geologists to determine these characteristics. These methods involve physical measurements of individual aggregates and are very laborious and time consuming. Engineers have developed index tests (indirect methods) to quantify the combined effect of the shape, angularity, and surface texture of...
