Advisory Commission on Intergovernmental Relations
A-lthough the term "intergovernmental relations" has been in
use for more than three decades, and the concept to v/hich it refers
has existed for nearly two centuries, only recently has it gained
popularity among elected officials, bureaucrats, academicians, and
the general public. As late as 1963, Senator Edmund S. Muskie of
Maine could observe accurately that "the field of intergovernmental
relations might be categorized as the hidden dimension of govern-
ment.... Performing as almost a fourth branch of government in
meeting the needs of our people, it nonetheless has no direct elec-
torate, operates from no set perspective, is under no special
control, and moves in no particular direction."
In the last eight years, intergovernmental relations have
become increasingly visible. The problems generated by the popu-
lation explosion and the urbanization of our nation have placed
urgent demands on all levels of government for more and better
public services. At the same time, the geographical, fiscal,
structural, and functional capacity of individual units to provide
remedial action has often been limited. As a result, more and more
attention has been focused on federal-state, state-local, federal-
local, interstate, and interlocal relationships.
This bibliography is divided into six parts. Entries viere
selected on the basis of the extent to which they treated a par-
ticular subject from an intergovernmental rather than a unigovern-
mental point of vievj. Consequently, some general works on Congress,
the federal executive branch, state politics, and local government
were not included. This listing, then, is by no means exhaustive.
The first section is designed to provide the reader with an
understanding of the theoretical and practical trends, issues, and
problems of American intergovernmental relations. Of particular
interest are the writings of Morton Grodzins and Daniel J. Slazar
concerning "cooperative federalism," certain studies of intergovern-
mental relations in Minnesota in the 19^0 's directed by VJilliam
Anderson, the I9I4O and 196$ issues of the Annals of the American
Academy of Political and Social Science edited by V/. Brooke Graves
and Harry W. Reynolds, Jr., respectively, the 1955 final report of
the (Kestnbaum) Commission on Intergovernmental Relations, the
U.S., Congress, Senate, Committee on Government Operations, Sub-
committee on Intergovernmental Relations, The Federal System as Seen
by State and Local Officials, 88th Cong., 1st sess., 1963, p. 2.

annual reports of the Advisory Coimnission on Intergovernmental
Relations (aCIR) beginning in I960, and the hearings and staff
studies of the Senate Subcommittee on Intergovernmental Relations.
The second section involves mainly federal-state political,
administrative, and fiscal relationships, l.ihile several of the
earlier entries — such as those by Edward S. Corwin, V.O. Key, Jr.,
Leonard D. V/hite, and Uilliam Anderson — dwell on the first two
areas, more recent ones — especially those by Selma J. Mushkin, ACIR,
and the Joint Economic Committee — tend to be directed to gran's-in-
aid and revenue sharing. This reflects the position of some ob-
servers that federal grants are rapidly becoming the cornerstone of
intergovernmental relations. Administrative friction points
accompanying the grox^jth of federal aid are revealed in the House
and Senate hearings on the Intergovernmental Cooperation Act and
in the work of Martha Derthick.
Literature on regionalism and interstate relations is con-
tained in Section III. Most of the selections deal with a tra-.
ditional form of interstate cooperation — the compact device — al-
though some published during the 1560's give greater attention to
regional characteristics and to planning and developmental problems.
State government and state-local relations entries comprise
the fourth section. Studies by ACIR, the Council of State Govern-
ments, V.L. Key, Jr., Malcolm E. Jevjell, Coleman B. Ransone, Jr.,
James IL Fesler, Herbert Jacob and Kenneth LI. Vines, and others,
provide useful comparative material regarding the executive and
legislative branches, the state role in urban affairs, and the re-
form of state government. The grox^ing interest in state legislative
policy outputs is shown in the writings of Thomas R. Dye, Richard I.
Hofferbert, and Ira Sharkansky.
Section V contains selections from the mushrooming literature
on local government, metropolitan areas, and federal -local relations,
/jnong the many important works on these subjects, of particular
interest are those by Edward C. Banfield, Alan K. Campbell and
Seymour Sacks, the Committee for Economic Development, Daniel J.
Elazar, Victor Jones, Joseph F. Zimmerman, and ACIR.
The final section lists other bibliographies to which the
reader might wish to refer. The recent bibliography of federal
grants-in-aid to states and localities prepared for the Senate
Subcommittee on Intergovernmental Relations by the Legislative
Reference Service, Library of Congress, is especially helpful.
