A PREFATORY NOTE
This Survey of Art in San Francisco was initially issued
in 1953 as a companion work to an inventory, made by the
Art Commission, to determine if the City had usable works
of art in storage. The edition was limited to one hun-
dred copies which were distributed to various public
agencies .
In the intervening years, numerous requests for copies
of the survey have been received, and with the increased
use of art in public and private buildings, it seemed
an appropriate time to update and reissue the survey.
This edition was made possible through financing by the
Bicentennial Fund, created and administered by the Mayor's
Office for the publication of historical material.
The Survey reveals changing attitudes in our society -
at least that of San Francisco; attitudes that find
their reflection not only in form of expression, but in
patronage as well .
For example, in the period 1879 - 1929, no less than 24
works were commissioned by private benefactors. (The
earliest monument still standing is that of Benjamin
Franklin, placed in 1879.) The most recent work commis-
sioned by an individual is that of John McLaren, ordered
by Mr. A. B. Spreckels in 1944. In the period 1929 -
1944, eight public works were donated by private indivi-
duals, of which only two were actually commissioned --
the other six being existing works of art offered to the
city as gifts. And finally, it is to be noted that in
the past thirty years, none have been commissioned by a
private person.
As to public participation in the acquisition of monu-
ments or memorials; eight were acquired by means of
public subscription in the period 1901 - 1920, of which
one was by school children (1917) . In the next twenty
years, only three were obtained by that means, and none
since 1938.
It appears then, that there has been a turning away from
art as a public gesture as other needs - health, educa-
tion and various social programs became the recipients
of private benefaction. Commemorative monuments and me-
morials no longer seem fashionable or of interest to the
public. No monument, for example, has been erected to
World War II, probably the major social experience of
our recent generations. (Nor has a song emanated from
that source either, as did "Medemoiselle from Armentiers"
in World War I.) We do have sculptured plaques, but of
the large scale public monuments, none -- nor even the
erecting of public gateways that once seemed desirable.
Perhaps, contemporary abstract sculptural expression does
not lend itself to public statements, and perhaps because
it is more expressive of the individual sculptor and less
so as a reflection of public sentiment -- it has failed
to awaken sponsorship. But, for whatever reason, we note
the decline.
A major positive change, however, is in the area of cor-
porate and governmental support. Government, as a sig-
nificant patron of the Arts, received its initial thrust
in the Thirties, with the emergence of the Works Project
Administration art program. Apart from a few major civic
structures, such as the City Hall or Public Library, our
local government did little - that is until 1967. In
that year, the 2% ordinance (providing up to 2% of the
cost of construction for the enrichment of public build-
ings) was enacted by the Board of Supervisors with the
approval of the Mayor. In the seven years since - almost
every public building has had an allotment for works of
art — our medical facilities, schools and even our phy-
sical plants. (A notable exception, unfortunately, and
despite the Art Commission's best efforts, has been the
airport - a major construction project and our principal
gateway.) The City of San Francisco has become a major
patron of the arts.
Since the 1950 's the greater part of the private struc-
tures erected in San Francisco have utilized some form
of art. Office buildings, apartment houses and hotels
have been enhanced inside and out with sculpture, foun-
tains and paintings. We also see an expanded and inno-
vative use of art media - stained glass, tapestries,
mosaic, and plastics. The free and imaginative use of
materials has given a new dimension and vitality to pub-
lic works of art. And finally, while the placement of
public monuments in important and strategic locations
has declined, the broad use of art - spread throughout
the city, and in more intimate locations and surroundings,
has emerged. Art has become an environmental factor.
Our intent has been to bring all works of art on public
display within the scope of the Survey. We have not
culled the best, nor judged their merits, but we have
not included pieces that are reproductions (such as the
figure of Washington in the lobby of the Veterans Build-
ing) nor have we entered those works that are not readily
accessible to the public - such as Diego Rivera's mural
in the Stock Exchange Club.
I appreciate the research undertaken by Joyce Konigsberg
in updating the survey with works installed during the
past twenty years, and Joan Ellison for her patience,
advice and contribution in editing and preparing the do-
cuments and indexes; Bill Roddy, the Public Service Direc-
tor for his cooperation and assistance in making the re-
issuance of the Survey possible, and Elio Benvenuto as a
ready source of information.
